This position is located within the Supply Chain Management, Transportation Section at the VA Northern California Health Care System (VANCHCS) in Mather, CA. The Motor Vehicle Operator drives various vehicles while transporting patients, employees, cargo and mail to different destinations such as various (VANCHCS) facilities, other medical centers and private residences.

Duties

The major duties include but are not limited to: Drives, maintains and cares for all types of government owned vehicles such as passenger cars, patient transport vehicles, wheelchair vans and trucks up to and including one and one half tons; Completes vehicle daily maintenance checks, including fuel, oil, water, automatic transmissions, instruments, horn, brakes and any leaks; Ensures that all required accident forms, bridge tickets and manuals are maintained in the vehicle; Reads and interpret road maps to determine the shortest and quickest route to and from a destination; Properly loads and unloads vehicles so as not to injure patients or damage cargo; Safely uses wheelchair and gurney loading ramps/equipment to load and unload patients; Uses proper lifting techniques to assist patients in wheelchairs and/or gurneys; and, Performs other duties as assigned. NOTE: The person in this position will be required to pass Basic First Aid and Basic Cardiac Life Support courses within 30 days of being hired. Refresher courses are mandatory every two years thereafter. The Department of Veterans Affairs will provide this training. Work Schedule: Monday through Friday, 6:30 am - 3:00 pm and 9:30 am - 6:00 pm. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Physical Effort and Work Conditions: The work of the position requires long periods of driving, lifting and normal dexterity. Moderate to heavy physical effort is required in the frequent handling of patients. Must be able to help non-ambulatory patients from vehicles, wheelchairs or gurneys. Such lifting may require considerable physical exertion, since some patients are debilitated or paralyzed. Patients must be moved correctly while using proper body mechanics to prevent injury. Moderate physical effort is required in handling objects weighing up to 30 pounds and occasional handling of objects weighing over 50 pounds while loading and unloading cargo. The person in this position is required to work outside and is occasionally exposed to inclement weather conditions while loading and unloading vehicles. Drives in all types of traffic, weather and is exposed to the possibility of serious accidents. The operator is subject to cuts, bruises and broken bones as a result of accidents while driving or when loading or unloading vehicles. May be required to clean potentially infectious spilled bodily fluids such as blood, urine, vomit and feces from vehicle and equipment. Training to e provided by the Department of Veterans Affairs. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. COMMERCIAL DRIVER'S LICENSE (SCREEN OUT): A current and valid state-issued Class A or Class B Commercial Driver's License with Air Brake Endorsement and Passenger Endorsement is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your CDL driver's license with your application package. If an interview is requested, you will be required to provide a copy of your current and valid state-issued Class A or Class B Commercial Driver's License with Air Brake Endorsement and Passenger Endorsement. You will be rated on the following Job Elements as part of the assessment questionnaire for this position: ABILITY TO DO THE WORK OF A MOTOR VEHICLE OPERATOR WITHOUT MORE THAN NORMAL SUPERVISION (SCREEN OUT) MOTOR VEHICLES WORK PRACTICES INTERPRET INSTRUCTIONS, SPECIFICATIONS (MOBILE EQUIPMENT OPERATION) DRIVE SAFELY OPERATE SAFELY (NON-MOTOR VEHICLE) RELIABILITY AND DEPENDABILITY IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
