Temporary Not-to-Exceed 1 Year: This position is a full-time temporary appointment not-to-exceed on year with potential to be extended for an additional one year for a maximum of two years total based on agency needs and potential funding. This position is expected to start work in November 2023.

Duties

Utilize and implement a suite of GIS, GPS, and data management techniques across Grand Teton NP and the John D. Rockefeller Memorial Parkway. Develop, manage, coordinate, and implement the Geographic Information System (GIS) for the Park. Plan, execute, and supervise field work in mountainous, remote environments to generate new or verify ("ground-truth") mapped information, using standard (and innovative) resource field sampling and scientific methods and techniques. Guide and direct the development of complex natural and cultural resource analyses using GIS and statistical analysis software. Work with resource managers, scientists, GIS specialists, and other personnel to evaluate legacy data, assure relevant and useful data are acquired and integrated into databases, and that such data complement existing park and network data systems.

Qualifications

All qualifications must be met by the closing date of this announcement-09/05/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-8 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: technician work to compile, reduce, store, retrieve, analyze, and report data and other resource management information using GIS and GPS hardware and software; utilize GIS, GPS, CAD and related programs and technology to analyze data to recommend the most appropriate course of action to meet resource management objectives; independently maintain a GIS database, assuring acceptable quality of data; lead archiving, restoring and long-term preservation of an organization's baseline GIS/GPS data and other benchmark data, including original field maps and survey notes, aerial photography and archival documents related to mapping; interpreting and solving difficult and complex drafting and cartographic problems in research, analysis, evaluation and compilation of source data. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's degree, or two full years (36 semester hours or equivalent) of progressively higher level graduate education leading to such a degree, in cartography, Geographic Information Systems (GIS), natural resources, geodesy, photogrammetry, computer science, land surveying, geophysics, remote sensing, or calculus, or a field directly related that provided the knowledge, skills and abilities necessary to perform the work. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. NOTE: only graduate education in excess of the first year is qualifying when combining experience and education. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior?ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
