The incumbent serves as a Building Management Specialist in Real Property Branch, U.S. Department of Agriculture (USDA), Rural Development (RD), Business Center (BC) Operations Office, Enterprise Office (EO), Enterprise Operations Division (EOD).

Duties
Plans, manages, and directs all activities, including maintenance, repair, property accountability, space utilization and management, office layouts, remodeling, alterations, securing and maintaining appropriate levels of support services.
Ensure that space and building service needs are being met, responds to complaints, resolves competing requests for services, and evaluates and monitors the use of available space by occupants.
Analyses and evaluates space requests, considering organizational structure, staffing, mission, program changes, location, special requirements and uses, availability of Government- owned space, and eligibility of applicant to occupy Federal space.
Approves or disapproves requests for changes in space due to renovation.
Recommends acquisitions of lease space, determines relation of request to plans for overall Federal space needs in the location for conversion, construction, and acquisition of office space.
Reviews requests to ensure compliance with USDA Directives, Rural Development policies and government regulations.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-12 grade level for consideration for the GS-13 grade level.)
For the GS-13 level: Applicants must possess one (1) year of specialize experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Analyzing of building deficiencies and evaluating requests for changes in space requirements and changes relative to office moves or reconfigurations; developing recommendations for implementing requests and resolving building deficiencies; initiating, following up, analyzing, verifying, and making sound recommendations on a wide range of space management issues and activities; planning, engineering, design, demonstration, and other project management functions involved in the RD mission and to administer RD's space management program for assigned offices.
