This position is located under Departmental Administration (DA), in the Office of Homeland Security (OHS), Personnel and Document Security Division (PDSD). PDSD administers the Department's Personnel Security Program, the Classified National Security Information Program and the Controlled Unclassified Information (CUI) Program. PDSD is responsible for policies and operation of USDA-wide personnel security and Classified National Security Information.
Duties
Analyzes, plans, schedules, and coordinates the development of legislation and security policy issuances that direct the course of security programs across organizational lines.
Manages the access control program, the national security classified information program, and others as designated by management.
Directs the formulation and execution of comprehensive plans covering Agency-wide activities such as the development of security plans, and the prevention of security failures.
Advises senior management of methods and remedies to reduce security vulnerabilities and risk, and of current and future security requirements and plans.
Supervises employees performing work in the Personnel and Document Security Division. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Represent the organization on interagency committees and task forces formulating program guidance for implementation in a variety of different operating environments.
Develops programs for security indoctrination and awareness training, security requirements and inspections, and delivery of intelligence information to Agency senior officials.
Resolves large-scale problems or issues concerning several phases of security policy development and implementation of a variety of programs in information security.
Leads the Agency?s management team in setting coordinated program goals and priorities based on an understanding of various security activities.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Minimum Qualification Requirements:
Applicants must meet the specialized experience requirements shown below. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
For the GS-15 level
Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-14 level) which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing and implementing a comprehensive personnel and information security program designed to ensure the safeguarding of national security information and intelligence which included developing processes for original and derivative classification, declassification, and safeguarding of national security information and intelligence.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no education requirement at the GS-15 level.
