About the Position: This position requires extensive knowledge and experience with Federal acquisition laws, regulations, and policies. Plan/schedule/monitor work, set priorities, resolve problems, assess capability gaps and provide or arrange for needed training, and evaluate performance of assigned staff. Oversee acquisition planning, soliciting offers, negotiating, awarding contracts, and close out of contracts. Required to obtain and maintain a warrant to award/administer contracts.

Duties

Interpret and apply acquisition laws, regulations, and policies and ensure compliance. Review contractual or other actions which are not covered by established policies that may have legal implications and potential effects on procurement. Analyze, evaluate, review, negotiate, coordinate, and direct all phases, programs, and issues in procurement.. Advise management of technical functional problems area and recommend solution through various communication methods. Provide both technical and administrative supervision to civilians and military contracting and procurement personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Completion of mandatory Foundational Career Level Certification or Contracting Professional Certification requirements for this position is a condition of employment and must be accomplished within 36 months of assignment.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position is supervisory and requires a one-year supervisory probation period to assess your ability to perform supervisory duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • Completion of a service agreement is required for individuals assigned or selected to fill a Critical Acquisition Position (CAP) for a 3-year tenure period.

At least one year of that experience has been specialized experience equivalent to the GS-13 grade level in the Federal service which includes work that involves reviewing acquisition strategies, justifications and approvals (J&As), negotiation strategies on major contracts; applying procurement laws, rules, regulations, decisions; provide guidance for contracting policies and procedures; and evaluate performance of subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
