Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer, to plan, direct and administer the public affairs program including but not limited to internal information, media relations, and community relations for the commander. Information forums/avenues planned and managed include but are not limited to: production of audio visual presentations and broadcast materials; newspapers as well as news and feature items for publication; web sites; special events; and other methods. RESPONSIBILITIES: 1. Plans, directs and manages the public affairs program for an Air Force Reserve wing. Provides staff direction involving all internal information, media relations, and community relations for the Reserve unit. 2. Plans, organizes and administers an AFRC wing external information program. Establishes and maintains effective working relationship with print and broadcast media representatives in disseminating information or answering inquiries about the organizations' operations or activities. 3. Conducts an internal information program to keep military and civilian personnel informed on current Air Force policies and developments as well as local activities, plans, and problems. 4. Serves as the public affairs focal point for community relations on proposed Installation Restoration Program (IRP) actions and the Environmental Impact Analysis Process (EIAP). Works with the Environmental Planning Function (EPF) as the focal point for public affairs aspects for the unit on proposed Installation Restoration Program (IRP) actions and is fully aware of all IRP activities and the public affairs requirements associated with such activities. 5. Establishes contact and maintains a positive relationship with local businesses, information agencies, and social and civic groups. Plans and conducts special programs, arranges for military speakers, prepares displays, secures and plays Air Force videos, and other items for fairs, contests, etc. 6. Plans, directs and conducts the Congressional Outreach program. Responsible for coordinating effort to meet with US Senators, US Representatives and/or their staffers. Briefs those members on Air Force Reserve and local unit missions, budgets, economic impact, and personnel issues. Maintains documentation of all congressional contacts in the public affairs office and reports all activity to HQ AFRCIP AB. 7. Manages and executes the Employer Support program. Serves as member of unit's employer support council and as a member on the state Employer Support of the Guard and Reserve (ESGR) committee, attending a variety of ESGR meetings and events. 8. Performs supervisory personnel management responsibilities for approximately 1 to 3 employees. Plans work to be accomplished by subordinates, sets and adjust priorities, and prepare schedules for completion of work. Develops ways to improve work methods and processes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include performing a variety of public affairs functions, media operations, audio visual productions and imagery, internal information, media relations and community relations; knowledge of written, oral, and graphic communication principles, methods and techniques to conduct coordinate public affairs activities convey complexed information to a variety of audiences. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the functions and missions of DoD, Air Force, gaining MAJCOMs and Air Force Reserve Command. 2. Knowledge of the concepts, principles and practices of the Air Force Public Affairs program. 3. Knowledge of the principles and methods of written and oral communication and skills in applying principles and using methods of conducting a public affairs program involving public information, internal information and community relations activities for internal and external audiences. 4. Skill in gathering, evaluating, and interpreting data to identify potential problems and offer meaningful recommendations and solutions. 5. Ability to plan, organize and evaluate program effectiveness. Knowledge of management practices, theories, techniques, and procedures. Skill in identifying and analyzing compliance issues and developing recommendations to resolve issues. 8. Knowledge of safety and security regulations, practices and procedures. Knowledge of personnel management and EEO directives, standards, processes and procedures. OTHER SIGNIFICATE FACTS: 1. This is an Air Reserve Technician (ART) officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 3. Performs other related duties as assigned PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
