The incumbent assumes the supervisory and administrative responsibility for the management of the assigned Social Workers who function within the CITC program. As the supervisor, the incumbent assists in planning, establishing, and implementing CITC Social Work policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the Social Work staff of CITC.
Duties
The incumbent will supervise CITC Social Workers performing work at various GS levels up to their own grade, and provide administrative, technical, and clinical supervision necessary for accomplishing the work of the unit.
Scope of Assigned Duties:
Collaborates with interdisciplinary teams in the provision of comprehensive health care services to Veterans receiving care in the community and ensures equity of access, service, and benefits to this population.
Specialized knowledge regarding biopsychosocial issues, the death and dying process, suicide prevention.
Knowledge of evidenced based treatments for mental health services, crisis intervention, care coordination and discharge planning.
Skilled in community resource management and understanding of specialized benefits.
Works independently, providing clinical supervision to Social Work staff who are providing psychosocial treatment and case management services at an advanced practice level to eligible Veterans and their families.
Documents Social Work activities and interventions in the Veteran's clinical record utilizing the computerized patient record system (CPRS) and ensures an appropriate hand off when transferring Veteran care.
Established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system.
Observes each worker's performance; demonstrates and conducts work performance critiques and provides informal feedback and periodically evaluates employee performance.
Works to resolve informal complaints and grievances, and effects disciplinary measures as appropriate to the staff supervised.
Develops work improvement plans, recommending personnel actions as necessary, and Provides advice and counsel to workers related to work and administrative matters.
Support and oversee the hospital notification team (cases including emergency room, inpatient hospitalization, and compact act cases) for adherence to the regulations and the coordination and discharge planning of these cases.
Responsible for key project activities related to the planning, development, and implementation of the project component. This position supervises Social Work staff in CITC.
Support the Non-Institutional Care contract services including Contract Nursing Home (CNH), Adult Day Health Care (ADHC), Homemaker Home Health Aide (HHA) and VA Residential Care (CRC), and supervision of Community Programs Social Worker.
Requires to maintain a caseload in any/all the above programs.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
GS-12 Supervisory Social Worker Grade Determination:
Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to provide administrative supervision and clinical supervision, including supervision for social work licensure.
Preferred Experience and Certifications
Experience history of supervision of Social Workers
Hospital experience, and knowledge of community
Full independent clinical licensure at the advanced practice level
