This position is located in Carl Sandburg Home National Historic Site, in the Facility Management Division.

Duties

Carl Sandburg Home NHS preserves the home, barn complex, grounds, trails, and numerous outbuildings where the three-time Pulitzer Prize winning writer and social activist lived with his family from 1945 until his death in 1967. Sandburg's wife, Lilian, was famous as well. Her innovations in goat breeding and management still inform agribusiness today. The park is 269 acres with 5 miles of trails and over 30 historic structures. The buildings and grounds were originally built or maintained by enslaved workers from the 1830's to 1860's. The park is beginning to tell that part of its history. The park receives over 75,000 visitors per year. This position supervises 2-6 facility maintenance (FM) staff in building repairs and maintenance, grounds and trails maintenance, and custodial tasks while following all NPS, historic preservation, and NEPA policies. This position serves as Collateral Duty Safety Officer (with guidance provided by a Zone Safety Manager) and is the park POC for managing the security and fire alarm systems. This position serves as a COR. This position also helps support staff and volunteers who are primary caregivers for 15-20 goats and other livestock in the barn complex. Actively involved in decisions affecting overall park management policy and operations and contributes to the development of park management documents. Monitors and evaluates park functions to ensure compliance with and application of approved management direction. Implements Facility Management Software Systems for cost effective management of assets. Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Responsible for implementing a current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates. Prepares annual work budget plans for maintenance operations using the NPS financial management programs. Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations. Exercises the full range of supervisory duties at least 25% of the time. Recruits and recommends selection of employees.

Qualifications

All qualifications must be met by the closing date of this announcement-09/14/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to managing a maintenance program. Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, maintaining appropriate contacts with the organization funding the project, and experience in building trade practices; and experience working with the Facility Management Software System (FMSS). You must include hours per week worked in your resume in order to receive credit for your specialized experience. -OR- EDUCATION: Successful completion of at least Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. The field of study must be in engineering, industrial arts, property management, or business administration. You must include a copy of your transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The total combined specialized experience and education must equal at least 100 percent of the required length of the specialized experience to qualify. You must include a copy of your transcript. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
