This position is within the Office of the Chief Financial Officer, National Finance Center Office of the Deputy Director, Human Resources Management Staff, Operations and Recruitment Branch located in New Orleans, LA.
The incumbent will be responsible for all aspects of human resources transaction processing services, including a full range of personnel and hiring actions, assist in identifying and resolving payroll-related issues, and entering and updating electronic Official Personnel Folders
Duties
Assists in reviewing submitted personnel request to determine whether position description is in the appropriate format and all factors are addressed.
Assists in developing vacancy announcements for a variety of clerical and technical positions advertised.
Researches qualifications standards, position descriptions and knowledge?s, skills, abilities and other' criteria (KSAO's) to assist in composing announcements.
Assists in review of applications received as a result of vacancy announcements to ensure required documentation has been provided.
Maintains case files and program documentation in accordance with established process and procedures for ensuring compliance.
Ensure personnel action requests and pay actions are processed timely.
Assists in processing personnel documents associated with staffing and classification.
Establishes, maintains, and files all pertinent personnel records.
Assists in reviewing error messages for documents in suspense within assigned area.
Responds to inquiries received from applicants, employees and supervisors regarding vacancy announcements and employment opportunities
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
GS-05: One year of Specialized Experience, equivalent to the (GS-04) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as an Human Resources. Examples of such experience that includes, but is not limited to, processing a full range of Human Resource actions for primarily General Schedule (GS) pay plans in accordance with appropriate laws and regulations; establishing and maintaining electronic Official Personnel Folders (e-OPF) in accordance with Federal and agency policies and procedures; utilizing the Guide to Processing Personnel Actions for instructions on processing and coding personnel actions; assisting in identifying and resolving payroll-related issues; and performing mathematical calculations in order to determine personnel service computation dates, appropriate pay adjustments and with-in-grade increases.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education
Education Can Be Substituted For Experience
GS-05: Four years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
Combination Of Education And Experience
GS-05: Combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
