This position is located in the Department of Homeland Security (DHS), Federal Protective Service (FPS).
The primary purpose of this position is to prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government.

Duties
As a Law Enforcement Specialist (Explosive Detection Canine Handler), GS-1801-11/12, your typical work assignments may include:
Duties at full performance (GS-12) listed below:
Advising regional personnel and managers on Security programs (physical, anti-terrorism, vulnerability assessments, personnel operations, and information security programs).
Filing reports involving felonies and misdemeanors such as theft, burglary, assault, vandalism threats, and vehicular accidents.
Performing explosive detection searches in and around federal facilities to protect federal facilities and personnel.
Identifying risks and vulnerabilities to recommend appropriate countermeasures to ensure stakeholders are making informed decisions regarding the security of the facility.
Conducting a limited in depth and special investigations, of alleged or suspected criminal violations of federal, state, and local laws related to the protection of critical government infrastructure and key resources.

Qualifications
To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of a full four (4) year course of study in an accredited college or university leading to a bachelor's degree. OR
(2) Possess experience in law enforcement work involving the training, handling, and employment of dogs in patrol duty and/or detection of specific materials and substances such as drugs, explosives, etc. Examples of qualifying specialized experience include:
Work as a police officer using dogs in law enforcement, patrol, or inspection work and/or detection of substances.
Military service using dogs in patrol and inspection and/or detection of drugs, explosives, etc.
Work as an instructor at a dog training center training dogs for law enforcement work such as patrol duty and/or detection of substances.
Specialized Experience GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-9 grade level in the Federal government, performing duties such as:
Enforcing and assuring compliance with statutes, laws, government facility rules and regulations; Protecting the civil rights of all persons on property under the charge and control of the U.S. Government.
Specialized Experience GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:
Analyzing and evaluating security systems from a physical and cyber security aspect in compliance with Interagency Security Committee Standards; Preserving the peace, prevents crimes, arrests offenders and provides police assistance during emergency and/or life threatening situations.
Substitution of education in lieu of specialized experience may not be used for this grade level.
You qualify at the GS-11 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-09 grade level in Federal service, in enforcing and assuring compliance with statutes, laws, government facility rules and regulations; Protecting the civil rights of all persons on property under the charge and control of the U.S. Government.; OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
You must also meet the following:
Pre-employment Medical Requirements: Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
Motor Vehicle Operation: You must possess a valid automobile driver's license at the time of appointment and be available for frequent travel.
Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
Pre-employment Medical Requirements: Prior to appointment, the individual selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties, such as protecting citizens, making arrest, and responding to situations requiring physical agility and quick and legally sufficient decision making. The incumbent must successfully pass a pre-employment medical examination which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities. In addition, the incumbent must be medically eligible and otherwise capable of safely wearing and using a negative air-purifying respirator (gas mask) or other respiratory protective equipment. This position may be subject to periodic incumbent examinations in the future.
Dog Handler Training: Successful completion of training in a school for dog handlers (other than dog obedience), e.g., patrol dog school, sentry dog school, etc.
Pre-Employment Drug Testing: This position requires a pre-employment drug test and a negative drug test result prior to appointment into the position must be achieved.
Random Drug Testing: The incumbent of this position is subject to random drug testing.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
