This position is located in the Rivers, Trails and Conservation Assistance Program of the Conservation and Recreation Assistance Division, Interior Region 1. Duties

As an Outdoor Recreation Planner, GS-0023-07 with the National Park Service (NPS), your duties will include, but are not limited to: Performs fact finding, analytical, and interpretive work which supports broader assignments of higher grade planners. Gathers and analyzes data related to existing and potential recreation resources, pertinent to natural resources, land conservation, and general planning from variety of sources, with responsibility for recognizing prominent trends. Assists with analysis of technical data and dissemination of information and techniques for effective resource management planning, community planning, land conservation, and protection of river and trail corridors to federal, state and local governments, private organizations, and landowners. Assists planning team with Identifying key project stakeholders, including contacts from public agencies and private non-governmental organizations and techniques for building cooperation among diverse groups to address resource needs. Assists in preparing basic written and graphic materials to support the project planning team in communicating with public and professional audiences. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-09/07/2023-unless otherwise stated in this vacancy announcement. In order to qualify for this position, you must meet one of the following basic requirements: An undergraduate or graduate degree in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. OR Experience that demonstrates the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns; Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs; Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve; Preparation or review of plans and programs for natural resource utilization and recreation area development; solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. In addition to meeting one of the above requirements, you must also possess one year of specialized experience equivalent to the GS-5 level reviewing and evaluating projects, studies and planning initiatives related to recreation planning and natural resource management which includes: working as a team member to support a variety of planning projects and studies, assisting with collection and organization of data and information; and preparing summarizes and public information materials related to program activities. OR One full year of graduate level education in a related field such as: outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. OR A bachelor's degree with a major in one of the following fields: outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. AND meet one of the following Superior Academic Achievement: (1) Class Standing - Must be in the upper third of the graduating class in the college, university, or major subdivision. (2) Grade Point Average (G.P.A.) - I have a grade-point average of 3.0 or higher out of a possible 4.0 or 3.5 or higher out of a possible 4.0 (3) Honor Society Membership - I have a membership in a national scholastic honor society. OR A combination of education and experience that together meet the qualification requirements for this position. PLEASE NOTE: You must submit a copy of your transcripts, or a complete list of college courses taken that identifies each course, college or university, semester or quarter hour earned, grade received, and date completed. If you fail to submit, your application will not be considered, and you will be rated ineligible. Time in Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Federal employees must submit a copy of their latest SF-50 "Notification of Personnel Action" that reflects career or career-conditional tenure, such as the initial hire, promotion, or reassignment, showing position title, series, grade and tenure (please do not submit an Award SF-50 unless it provides the necessary information) and, if different, an SF-50 showing highest permanent grade ever held. Time in grade will be determined by reviewing your resume and required SF-50's. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess the one-year time-in-grade, as required by this announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade, such as a Within Grade Increase. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position will result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must possess:
