The Program Analyst (Productivity) is a member of the Clinic Practice Management section under the Chief of Staff Located at the Lt. Col Luke Weathers Jr. Memphis VA Medical center to manage multiple data elements that contribute to productivity data for the Ambulatory Care Service, Clinic Practice Management and Group Practice Management(CPM/GPM).
Duties
Major duties and responsibilities include but are not limited to:
Researches and analyzes complex and critical data and makes recommendations for identifying discrepancies and improving data management processes based on the analysis of the data
Develops and maintains a variety of databases, conducts statistical analysis and generates a variety of reports
Develops, implements, coordinates and maintains a tracking system of analysis of productivity metrics
Prepares and/or reviews reports involving trend analyses and ensures follow-up in program areas
Develops background and management options available to deal with complex system planning and implementation problems
Ensures that applications and reports are complete, that all technical requirements are met, and all implementation requirements are accurately identified
Performs a wide range of non-routine program and administrative functions that are essential to the program
Reviews materials with regards to compliance with standards of external bodies and accrediting agencies
Analyzes data, identifies trends and communicates concerns or issues
Communicates with various groups, services and teams to gather information, discuss recommendations and coordinate improvement activities
Provides support for compliance, process improvement and training activities; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement for GS 9: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. To be minimally qualified for this position at the GS-09 level:
Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
Knowledge of the theory and principles of project management techniques and principles including administrative practices and procedures common to organizations.
Ability to use qualitative and quantitative analytical techniques, such as program analysis, comparative analysis, trend analysis, random structured sampling.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters Degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such degree or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and ability to do the work.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education directly related to the work of the Program Analyst position. For Example, an applicant with 6 months of appropriate specialized experience equivalent to the GS 07 (as noted above) and 1 year of successfully completed graduate education (18 Semester hours), as described above would qualify for a GS 09.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some walking, stooping, bending, reaching, and carrying light loads is required. Data entry using a keyboard is required.
