The Richard L. Roudebush VA Medical Center is recruiting for a Supervisory Medical Support Assistant in Health Administration Service. The Supervisory MSA assignments include, but are not limited to: assuring coverage in all areas of responsibility; conducting ongoing reviews to ensure quality work; ensuring active & timely appointment scheduling; providing guidance to subordinate staff members; distributing & balancing workload; create & maintain employee work schedules.

Duties

The incumbent performs duties related to the receipt, intake, and indexing of health and administrative information. The incumbent will interface with personal computer (PC) applications as well as numerous VistA applications. Knowledge of VHA Directives for: VHA Outpatient Scheduling Processes and Procedures, process for managing patients with impatient demand exceeds current clinic capacity, priority scheduling for outpatient medical services for service-connected Veterans and priority for outpatient medical services. Knowledge of VA regulations, Systems Redesign Principles, local Medical Center Memoranda /policies, and standard operating procedures. Knowledge of eligibility for VA medical care, priorities for care, release of information, Health Information Portability and Accountability Act (HIPAA) laws, and Community Care Program. Must have knowledge of and be able to provide information about VA revenue cycle and programs to patients regarding insurance data collection and revenue collection. The incumbent must have a solid knowledge of multiple systems and current computer technology regarding imaging applications, PC fax applications, numerous VistA applications, Microsoft Excel, or comparable spreadsheet program, Microsoft Word or comparable word processing program. The MSA Supervisor must possess skill in compiling readily available data from prescribed sources; knowledge of the organization to search records, files, or electronic databanks to locate information needed, and to verify information given. Familiarity with one or more established automated systems such as VSSC to correct and retrieve factual information. Incumbent must possess working knowledge of the clinic processes and services to function and interact with various clinics throughout the hospital. Employee must have knowledge of and ability to apply policies and procedures associated with operational activities that affect workload data. The MSA Supervisor must demonstrate technical competency in the use of VistA and CPRS systems. The incumbent orients medical staff to basic administrative policies and procedures dealing with outpatient scheduling and other business office administrative topics. The incumbent provides administrative support to the healthcare team and professional staff throughout outpatient clinic. The incumbent must provide excellent customer service in accordance with VA local, national and service policies and procedures. The MSA Supervisor must have knowledge of quality assurance/performance improvement principles and is responsible for assuring these administrative functions are carried out in the performance of their duties. Persons in this position may be required to conduct individual quality assurance/process improvement studies/checks. The incumbent must be knowledgeable of The Joint Commission requirements specific to his or her job; such as patient's rights, emergency preparedness, information security ethical conduct, and environment of care. Incumbent will be able to identify a joint commission server here and be able to articulate answers to questions that may be asked. The incumbent will assist staff with a variety of clerical duties in one or more outpatient clinics that provide a variety of medical services. They must possess thorough knowledge of medical terminology, medical acronyms and where to find them, skill in operating computer systems and applications, such as VistA, CPRS, and Microsoft applications to accurately enter or extract information. Incumbent performs a variety of administrative functions associated with patient care and treatment in one of several clinics performing a variety of medical services. Employee must acquire knowledge of internal organizational procedures, knowledge of various facilities services, knowledge of commonly used medical terminology and abbreviations and VA acronyms and their meaning. Ability to search databases for needed data and the ability to compile data into usable reports. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. Certification. None required. Experience and/or Education: (1) Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, (2) Education. One year above high school; OR, (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Creditable Experience(1) Knowledge of MSA Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities or an equivalent administrative patient support role in a non-VA medical inpatient or outpatient setting]. Experience satisfying this requirement may be paid/non-paid employment as an MSA or [an equivalent position in a non-VA hospital or clinic setting. (2) Quality of Experience. Qualifying experience must be at a level comparable to MSA experience [or equivalent administrative clinical support role in a non-VA medical inpatient or outpatient setting at the next lower grade level. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty), and a range of varieties as described in this standard, at the specified grade level and be performed by the incumbent at least 25% of the time. (3) Part-Time Experience. Part-time experience as an MSA or equivalent administrative patient support in a non-VA medical inpatient or outpatient setting] is creditable according to its relationship to the full-time workweek. For example, an MSA employed 20 hours a week, or on a 1/2-time basis, would receive one full-time workweek of credit for each two weeks of service. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Medical Support Assistant, GS-08 Experience. One year of creditable experience equivalent to the next lower grade level Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training in a patient support setting. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. References: VA Handbook 5005-117 Part II Appendix G45 The full performance level of this vacancy is GS-08. Physical Requirements: The work is mostly sedentary. It typically requires sitting with sustained periods of concentration. There will be some walking, standing, bending, and carrying of relatively light objects. The position may also require stooping, reaching, lifting, pulling, and other moderate exertion or strain. Incumbent may occasionally have to walk some distance to a meeting.
