This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Heath Care network (VISN 6), Hampton VA Medical Center (VAMC), in Engineering. The position provides support for Hampton VAMC and outlying Community Based Outpatient Clinics (CBOCs).
Duties
The incumbent is responsible for the Mechanical Shop located within the Maintenance and Operations Section of Engineering Service at the Hampton Veterans Affairs Medical Center. As such, the incumbent is the first line supervisor for subordinate employees within the shop and exercises complete administrative and technical control over the unit. This position oversees repairs to mechanical systems which support over one million square feet of administrative and clinical space. The nearly 400 bed medical facility covers approximately 85 acres including approximately 60 plus buildings. The level of patient care includes general medical, surgical, outpatient, psychiatry, neurology, spinal cord injury, nursing home care, palliative care, domiciliary and a medical research facility.
Incumbent works under the direct supervision of the Facilities Operations Specialist Supervisor. Work is assigned on a long-term, as well as on a day-to-day basis. Incumbent receives assignments, orally or in writing. Specific problems are discussed with the Supervisor for extensive and difficult assignments, however, normal, routine assignments are given with reference only to the desired results and time for accomplishment. Work is reviewed principally on the basis of results obtained. Incumbent has considerable latitude in processing work assignments and is normally free to use own judgment and initiative in completing assignments. Incumbent is responsible for the Mechanical Shop's routine functions as well as emergent functions which may occur off regular hours and on weekends and will serve as a primary point of contact for emergent needs Within the scope of the Mechanical Shop's responsibility.
The incumbent may assist with the Mechanical Shop Trades in the event of tight deadlines, emergencies, and/or staff shortages. The incumbent also fills in for the Facilities Operations Specialist Supervisor on occasion.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work will involve office work (25%) and physical exertion such as walking, bending, stooping, climbing in utility rooms, crawl spaces, attics, boiler and chiller plants (75%). Such work will require an average amount of agility and dexterity. Responsible for first level supervision of 14 permanent, full time subordinate positions. Assignments involve varied interrelated project and maintenance management tasks in which problems encountered are generally ofa conventional nature but may pose some unusual problems. Work may require employee to make decisions concerning emergency shutdowns or utilities or other vital services during construction. Such shutdowns will be coordinated as effectively as possible to minimize disturbance. Incumbent will be required at times to evaluate existing conditions during maintenance and repair operations and make judgments on site concerning continuation of work.
Physical Demands: Project inspections require a great deal of walking, climbing, standing and bending. Inspections may also require carrying of moderate loads such as tools and measuring equipment common to the position.
Working Conditions: The incumbent works primarily in an office that is adequately heated, ventilated and lighted; however, he/she may be exposed to hazards common to the maintenance, repair, and construction trades, such as dust, noise and unpleasant odors.
The position requires working occasional overtime, in uncontrolled environments, utilizing ladders, heavy equipment, accessing rooftops/crawl spaces, and is regularly exposed to work outside year round in performance of duties. Occasionally is subject to very uncomfortable and possibly dangerous working conditions and exposure to hazards normally encountered in the hospital trades, construction, and various types of hospital
related infections.
