This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM positions and security and related positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Chief, Conservation Branch, Environmental and Natural Resources Management Division, Directorate of Public Works with responsibility for conservation of fish and wildlife resources, Environmental Management System implementation, and integrated pest management.

Duties

Serves as Chief of the Conservation Branch in the Environmental and Natural Resources Management Division. Reviews project proposals for impacts on fish and wildlife resources regarding military training activities. Implements, monitors, and evaluates programs for Fish and Wildlife Management, Cultural Resources Management, and Pest Management. Ensures Conservation Branch is able to accomplish items such as necessary collection, analysis, recording, or formatting of data to support Environmental and Natural Resource Management. Coordinates with the contracting agencies to execute contracts necessary to meet Conservation program objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirement for Supervisory Environmental Scientist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes (1) assisting with coordination of biological surveys or management activities required for protection of fish and wildfire populations impacted by military training (2) providing general technical information relative to the roles/responsibilities under the Endangered Species Act (ESA); AND (3) assisting with maintenance for Threatened and Endangered Species (TES) data exchange with federal and state agencies, universities, or private organizations to support goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For specialized experience, some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
