The primary purpose of this position is to serve as a first level supervisor and assist the Child Development Center Director in the supervision of the day to day operation of a Child Development Center. Assists with the supervision of the Child Development Center to provide specialized developmental childcare and instruction for children ages... (continued in Duties).

Duties

( Continued from Summary section) ...6 weeks to 5 years of age.The position develops, implements, and administers child development programs; provides an overall safe and healthy environment to stimulate and sustain the interest of children; assists with administration; and organizes the educational and developmental programs managerial authorities. DUTIES Assists the Child Development Center Director in the daily operations of the Child Development Center. Supports the CDC Director in the development, implementation and oversight of all elements of the Child Development Center program through activities, experiences, supportive interactions and positive social development. Assists in the administration and evaluation of ongoing programs of individual and group developmental and educational activities for staff implementation and execution. Provides assistance and oversight in the care of full day, part day and specialized settings to promote cognitive, physical and emotional growth of children ages 6 weeks to 5 years or those with those with physical, intellectual and developmental disabilities that function at an age comparable to those previously stated. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Provides assistance in the management of funds and resources to include developing the annual NAF and APF budgets, which includes submission and prioritization of program component requirements. Assists in managing the purchases of supplies, travel, training, contracted services, and capital expenditures. Assists the director in the administration of the USDA nutrition/food program. Provides oversight to the kitchen staff of the USDA food program requirements, maintenance of records, portions, cost cards, and proper serving and storing of food.

CONTINUED FROM DUTIES SECTION This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is NOT Centrally Managed. QUALIFICATIONS In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT FOR GS-1701 POSITIONS: Applicant has a bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, such as, but not limited to child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-09 (or higher) grade level or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management. Knowledge of and the ability to interpret and apply laws and regulations governing child care to include regulatory requirements, policies and practices. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. Knowledge of the USDA food program requirements. Skill in educating, counseling and advising child care providers and parents; assessing training and children's developmental needs. Skill in conducting regular and periodic audits, studies, and inspections, evaluating the results, determining the feasibility of necessary improvements and coordinating corrective action. OR EDUCATION: Applicant hassuccessfully completed a PhD., an equivalent doctoral degree, or 3 years of progressively higher level graduate education leading to a Ph.D. degree, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as, but not limited to; Early Childhood Education, Elementary Education with Child Development emphasis or Early Childhood Education emphasis, or Psychology with Child Development emphasis or Early Childhood Education emphasis. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
