The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Maintain 24/7 global situational awareness by independently researching and analyzing raw intelligence reporting and maintaining awareness of current intelligence issues.
Provide 24/7 global situational awareness information to ODNI and Intelligence Community (IC) leaders.
Monitor, sort, prioritize, and analyze intelligence and operational message traffic.
Perform community outreach and collaboration activities by planning and engaging in internal and external information sharing, fostering collaborative relationships with interagency partners, and communicating timely and relevant intelligence information.
Identify improvements that enhance efficiency and customer support.
Participate in the preparation of well-written, timely, and substantively accurate reports on global developing events.
Develop and deliver oral briefings and written reports to ODNI leadership on significant global events. Two years of prior experience working in an Operations Center.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Knowledge of intelligence analysis and production.
Knowledge of the ODNI and larger IC mission, operations, tradecraft, capabilities, and requirements.
Ability to apply good judgment and attention to detail to complex and time-sensitive issues, and adjust priorities, and change focus quickly as demands change.
Ability to work effectively both independently and in a team or collaborative environment, coupled with established and effective interpersonal, organizational, and problem-solving skills.
Ability to work rotating shifts of 12.5 hours in a fast-paced, demanding environment.
Knowledge of relationships and interrelationships in the IC and collection capabilities, including crisis/operations center with 24-hour/7-day responsibilities.
Awareness of defense, domestic, and national IC collection issues and capabilities.
Good oral and written communication skills, including the ability to clearly convey complex information and technical data to counterparts and senior officials.
Effectively able to field and respond to senior customer questions and requests.
Customer-focused approach that proactively anticipates and seeks to better serve the needs of senior ODNI leaders.
Ability to work collaboratively with senior defense, domestic, and national IC officials.
Interpersonal and organization skills, including ability to manage competing priorities under strict guidelines while maintaining superior customer service.
