This position is in the Office of International Coordination (OIC). OIC coordinates international activities within FSIS and is the FSIS point-of-contact for foreign and U.S. Federal agencies for those activities. It represents FSIS on trade agreement negotiations and international bodies, it ensures FSIS's international and domestic policies are coordinated and consistent with international trade agreements, and it ensures FSIS policies and procedures are communicated to foreign countries.
Duties
Serves as a Branch Chief within the Office of International Coordination and is responsible for supervising, managing, coordinating, and evaluating issues regarding foreign commerce and import and export of product.
Exercises significant and extensive coordination and integration when directing and supervising branch functions involving professional, highly technical and administrative work.
Conveys OIC findings and recommendations during interactions with higher-level officials and represents OIC during discussions to obtain or procure staff resources and to obtain decisions on issues affecting staff operations.
Provides leadership and direction for a program that focuses on mission-related activities/issues related to foreign commerce, ensuring the agency's stated public health mission.
Advises management on the effectiveness and efficiency with which the program and its components carry out their assigned programs and functions.
Exercises broad delegations of authorities and flexibilities for assuring efficient and effective management of financial, human, and other resources in support of OIC mission.
Expert to whom internal and external stakeholders, including foreign government representatives, turn to for authoritative guidance and consultation regarding FSIS-regulated products and foreign commerce.
Develops and establishes positions on key issues of importance when negotiating regulatory and statutory authorities or justifying division strategies and operations to achieve compliance with established policies, regulations and requirements.
Applies comprehensive knowledge of major interrelationships between foreign governments, federal agency programs, contractors, subcontractors and vendors to identify and solve critical operating problems affecting division missions.
Keeps abreast of and monitors significant developments related to the assigned program areas, prepares analyses of the implications of these developments, and recommends program modifications.
Develops and monitors, appropriate productivity standards and work accomplishments for professional staff, often across multiple program lines utilizing advanced methodologies and techniques.
Effectively persuades, negotiates, and motivates to negotiate and implement multiple program or crosscutting policies.
Attends and participates in supervisory meetings, representing OIC.
Regularly carries out the recurring duties of the OIC technical specialists as directed, in addition to supervisory duties.

Qualifications
Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration at the GS-14 grade level.)
For the GS-14 level: Applicants resumes must show one year of specialized experience (equivalent to the GS-13 level) that demonstrates:
- Applying knowledge of USDA regulations and/or policies to solve problems and make recommendation pertaining to any of the following: foreign commerce, international trade, or import and export of meat/poultry/egg products.
- Skills in planning and/or organizing work, making sound and effective administrative and technical decision, and evaluating work accomplishments.
- Developing strategies to address at least one of the following: Issues of potential sensitivity, agency goals, or ongoing operations.
- Authoring or presenting comprehensive action plans, briefing memos, guidance, and other reports documenting policy options or mor major analysis on topics related to international food safety.
- Experience counseling or advising others in areas such as: assigning and prioritizing work, mentoring, monitoring timelines, evaluating the quality of project and/or team deliverables.
- Facilitating coordination and communication - including using tact and diplomacy in dealing with others - among multiple groups to accomplish an Agency's mission and strategic objectives.
