These positions are located in the Washington, DC Commuting Area in the Bureau for Global Health, Office of Policy, Planning and Programs at the U.S. Agency for International Development (USAID).

Duties

Analyze and provide advisory services on a range of organizational procurements; evaluate and resolve problems on the effectiveness of procurements; works closely with key personnel to develop and maintain contracts and grants. Manage contracting for all procurements; review the organization's procurement actions for adequacy, appropriateness, procedural requirements and compliance with agency and appropriate federal procurement regulations. Serve as program manager in the GLAAS and Phoenix systems for all requests which includes scopes of work and appropriate documentation for new activities, funding actions, or modifications. Identify key policy issues and develop operating policy, procedures, and guidance pertaining to major, complex support services program areas which require consideration of the impact of changes. Oversee the financial management systems for the office to ensure the timely input of data required is up-to-date for use in the day-to-day operation of the organization. Monitor the use and rate of expenditure of budgeted funds in assigned areas through continuing dialogue with staff, reviews written documents and examines accounting records.

Qualifications

Specialized Experience: Selective Placement Factor:: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Selective Placement Factor: Do you have experience working to provide multi-million dollar U.S. Federal funding to large international organizations for use in foreign assistance in low- and middle-income country's health relief programs; and committing those funds through acquisition systems and monitoring them through accounting and accounting reporting systems? NOTE: Experience must be documented in your resume. GS-11: In addition to the Selective Placement Factor, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) independently apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; (b) demonstrate the application of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; (c) identify major issues, program goals and objectives, work processes, and administrative operations of the organization; and (d) provide U.S. Federal funding advisory to organizations for use in foreign assistance health relief programs. OR Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities, to do the work of the position, Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. In the absence of selective and quality ranking factors, selecting officials will document the job-related reason(s) for qualification determinations.
