The incumbent will serve as a Sterile Processing Service, Medical Supply Technician. In this position, the incumbent will provide critical and semi-critical reusable medical equipment, decontamination, preparation, assembly, sterilization and distribution support for the Medical Center. The incumbent will have knowledge of the processes for Reusable Medical Equipment as required by this position. Incumbent will be required to maintain current knowledge of the Standard Operating Procedures.
Duties
General Description of Assigned Duties:
The incumbent will be able to demonstrate their ability to utilize an acceptable proficiency in the use of RME appropriate to this position. Demonstrates knowledge of occupational hazards associated with hazardous materials, the practices and precautions required to work with materials safely, and how to use a safety data sheet (SDS) for information if exposure takes place. The Medical Supply technician has the primary responsibility in facilities to decontaminate, high-level disinfect, and/or sterilize critical and semi-critical reusable medical equipment and instruments. SPS supports the medical facility by ensuring a continuous flow of processed critical and semi-critical instruments to all points of use. Similarly, return of reusable soiled items to SPS is handled in a manner conducive to patient and staff safety as well as efficient reprocessing for future use. The MST follows infection prevention and control practices to prevent cross-contamination and to protect the themselves. It is the technician's responsibility to follow the Personal Protective Equipment (PPE) policies, practices and procedures. The MST understands that Home health equipment (or other health equipment used outside the medical facility) is not to be returned to SPS. Furthermore, RME/instrumentation used on a human cadaver and animal is not re-processed in the SPS arena. The Medical Supply Technicians must be knowledgeable in how and when to use emergency eye wash stations and showers. The incumbent must speak to environmental controls of people flow (traffic flow), air flow and work flow in the SPS arena. Environmental cleaning is a vital component in the overall infection prevention and control process within SPS. The MST has knowledge of the application of these procedures that result in a clean environment and minimize the exposure risk of health care personnel to potentially infectious microorganisms. The MST understands the transportation of soiled items as follows: Contaminated items should be contained before transport through the medical facility to minimize airborne or contact spread of microorganisms, and to reduce the risk of cross-contamination and infection. Reusable collection containers must be biohazard, medical grade, puncture resistant, rigid, made of material that can be properly cleaned and decontaminated and must contain a lid. Disposable, impervious plastic bags and sterilization pouches may not be used to transport contaminated RME. The incumbent understands event-related sterility as the shelf life of a packaged, sterile item is event-related and depends on the quality of the packaging material, the storage conditions, the amount of handling, and the conditions during transport. Sterilized packages are to be considered sterile unless the integrity of the packaging is compromised (damaged) or suspected of being compromised. Packages or containers must be visibly inspected for package integrity prior to distribution and prior to use. The MST is knowledgeable with the climate control (Air Flow, Minimum Air Changes (ACH), Temperature and Humidity) in areas where the reprocessing or storage of critical or semi-critical RME occurs. Knowledgeable with computer skills as is relates to the Censitrac System.

Seeks to incorporate practices necessary to implement the requirements of EO 13423.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and/or Education: Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; OR One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; OR Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
English Language Proficiency: MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part.
Grade Determinations:
GS-03 Experience/Education: None beyond the basic requirements.
GS-04 Experience/Education: Six months experience as a MST, operating room or surgical technician or other position that demonstrated knowledge of sterile processing in a clinical setting; OR Two years of education above high school that included at least 12 semester hours in courses related to the occupation. AND
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience or education above, the candidate must demonstrate the KSAs below:
Knowledge of universal precautions for safety and prevention of cross contamination.
Basic knowledge of medical terminology in order to assemble specialty operating room/clinic instrument sets.
Basic knowledge of sterilization and cleaning equipment.
Ability to communicate both orally and in writing.
GS-05 Education/Experience: One year of experience equivalent to the next lower grade level; OR Four academic years above high school leading to a Bachelor's degree with at least 12 semester hours in courses related to the occupation or a Bachelor's degree
AND
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience or education above, the candidate must demonstrate the following KSAs:
Basic knowledge of surgical instruments used in operating rooms and clinic settings.
Basic knowledge of event-related packaging in regard to sterility.
Knowledge of sterilization and cleaning equipment.
GS-06 Experience: One year of experience equivalent to the next lower grade level
AND
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs:
Knowledge of surgical instruments used in operating rooms and clinic settings.
Knowledge of universal precautions for safety and prevention of cross contamination.
Working knowledge of medical terminology, anatomy and physiology, microbiology, medical conditions and procedures.
Knowledge of sterility principles in regard to instrumentation.
Ability to read and interpret written instructions and procedures.
