The incumbent is the primary Budget Analyst for the James A. Haley Veterans Hospital (JAHVH) of, Tampa, Florida which consists of a large and complex medical center, one large outpatient health care center, two large outpatient clinics and multiple Community Based Outpatient Clinics (CBOCs). The incumbent performs a full complement of budgetary and reporting functions and duties associated with all phases of the budget process.

Duties

This announcement will close at 11:59pm on the night that 50 applicants are reached or by the original closing date of September 6, 2023, whichever comes first.** The major duties include but are not limited to: Independently develops the Annual Budget Plan. Provides financial guidance and direction in terms of the budgetary status to all concerned in order to ensure the medical center and its programs are solvent each month and at the end of the year. Provides technical assistance and guidance for policies, regulations, procedures, and changes in budget planning, execution, and formulation. Responsible for preparation, publication, and accuracy of biweekly, monthly, quarterly, annual, and special budgetary reports or analysis as requested by local management, VISN office and VHA Headquarters. Prepares salary projections, monitors FTEE projections, and reports actual performance compared to budget. Projects costs; analyzes workload and trends for possible adjustment in the plan. Uses detailed analysis and estimates to match funding with needs from appropriation to control point. Responsible for the distribution of funds; reviews expenditures; ensures compliance with salary and ceiling restrictions. Participates in formulation of resource and workload distribution in accordance with trends and known changes that are part of planned programs. Provides technical assistance and guidance for policies, regulations, procedures, and changes in budget planning, execution, and formulation. Uses knowledge of the VA payroll and accounting systems and related documents to identify, locate, and analyze data pertaining to budget for all medical center programs. Work Schedule: 8:00am - 4:30pm, Monday - Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Physical Requirements: The work is primarily sedentary in nature, being performed while seated at a desk.
