The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Maintenance Operations Division, Training Section.
Duties
Plans, organizes, and directs the activities of 47th Maintenance Division Training Section (MXOT), ensuring that maintenance training complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the 47th Maintenance Division Training Section (MXOT), with a variety of installation and functional area organizations.
Provides guidance to ensure the proper identification and assists maintenance managers in determining work center and individual training requirements to ensure 100 percent task coverage.
Provides appropriate guidance for the management of the automated training sub-system, Training Business Area (TBA) to include maintenance of training records used to plan, schedule, document, and track training completions.
Provides policy for the effective management and operation of the Training Section to include: The acquisition of required training materials and the operation of the learning center equipment; verification of training completions and update of the automated system; development of written evaluations to measure student's attainment of required knowledge and skills; and the administration of qualification tests, controlling written testing material to prevent compromise, grading completed tests, and effective test analysis.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712, to include Individual Occupational Requirements (+IOR).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Knowledge of a wide range of fundamental aircraft maintenance and maintenance qualification requirements. Knowledge of the development and management of aircraft maintenance training programs to include processes, policies, and procedures. Knowledge of aircraft maintenance specialty structure and task qualification requirements. Familiarity with interactive courseware and audio/visual program delivery software and computer student stations.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related with a major study in education or a subject area related to the position to be filled. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of fundamental aircraft maintenance and maintenance qualification requirements.
2. Knowledge of the development and management of aircraft maintenance training programs to include processes, policies, and procedures.
3. Knowledge of aircraft maintenance specialty structure and task qualification requirements. Familiarity with interactive courseware and audio/visual program delivery software and computer student stations.
4. Knowledge of safety, security, personnel management, and EEO regulation, practices, and procedures.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
