About the Position: Works under the general administrative supervision of the Regulatory Division Chief. Incumbent receives assignments as broad objectives expressed in terms of long-range goals and overall program objectives. Assumes full technical and supervisory responsibility for accomplishment of assignments.
Duties
Supervise a staff of professional, technical, and clerical employees; establishes production goals, priorities, and major work schedules; evaluates performance, approves leave, and recommends disciplinary action for staff.
Coordinate controversial and complex regulatory issues with the public, state and federal resource agencies, local government, higher headquarters and other Federal, state and private groups to ensure concerns are considered
Provide sound technical judgment based upon existing environmental/cultural resource/endangered species policies, directive, and regulations to recommend to higher level, the issuance, denial or conditioning of Federal permits.
Review a variety of activities including land clearing, fills in special aquatic sites, public/private commercial and residential development.
Review Commercial navigation, construction of industrial plants, surface mining, solid waste discharges, to produce defensible permit decision documents.
Identify and document the limits of Waters of the United States based upon current regulations, policy and guidance
Manage copious amounts of information, including internet-based resources, Geographic Information Systems, technical literature, regulations, policy and guidance in order to ensure decisions are made with the most current information available.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

BASIC REQUIREMENT, SUPERVISORY GEOGRAPHER, GS-0150-13:
A. a bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning which includes at least 24 semester hours in geography or related fields. OR
B. a combination of education and experience which includes courses equivalent to a major in geography, or a related field with at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. BASIC REQUIREMENT, SUPERVISORY BIOLOGIST, GS-0401-13:
A. a bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)
OR
B. a combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
BASIC REQUIREMENT, SUPERVISORY PHYSICAL SCIENTIST (REGULATORY), GS-1301-13:
A. a bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.) OR
B. a combination of education and experience which includes education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Supervisory Interdisciplinary Specialized Experience: GS-0150/0401/1301-13, you must possess one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes assisting in planning, directing, monitoring, and executing the Regulatory Permit Program, pursuant to Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act, including the review of applications for residential or commercial development, and/or transportation, and/or mitigation related proposals. Administering and enforcing the program in compliance with governing public laws, regulations, interagency agreements, and policies of higher headquarters. Knowledge of State and Local Government Agency organization for management of environmental issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
