Duties

You will be a Contract Specialist performing assignments such as simplified acquisitions and administering post award functions. You will be responsible for all aspects of the procurement process beginning with identification of requirement through post award of contract. You will provide assistance in the development and review of requirements. You will serve as the central point of contact for inquiries on assigned procurement actions. You will perform detailed price and cost analysis of proposals received to assess fair and reasonableness and make recommendations to higher graded contract specialists.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You may be required to lift and/or carry loads/items up to 15 pounds in weight.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.

Qualifications

To qualify for the NT-04: in addition to the Basic Education Requirements, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the NT-03 (GS-9/10 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting the solicitation, evaluation, negotiation, award, or administration of contracts in support of an acquisition program. To qualify for the NT-03: in addition to the Basic Education Requirements, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the NT-02 (GS-5-7 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in soliciting, evaluating, negotiating, awarding, or administering contracts in support of an acquisition program. Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Education may be substituted for specialized experience as follows for the NT-04:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
Education may be substituted for specialized experience as follows for the NT-03:
  • Master's or equivalent graduate degree.
  • Two full years of progressively higher level graduate education leading to such a degree.
  • LL.B. or J.D., if related.
