This Pharmacy Technician position is the Supervisor to all clinical Pharmacy Technicians and Advanced Medical Support Assistants on the Clinical Pharmacy team for the Manchester, NH Veterans Affairs Medical Center.
Duties
The Pharmacy Technician operates a broad delegation of authority with independence of judgement and action. Evaluates, coordinates and provides supervisory oversite of all technical aspects of clinical pharmacy areas, including anticoagulation, Primary Care, Mental Health, Pain, Insulin Pump Clinic.
The duties and responsibilities include but are not limited to:
Utilized and display tenants of High Reliability Leadership to encourage collaboration amongst pharmacy technicians throughout the service line.
Develop the work schedule, plan and grant leave and rotate duties of the pharmacy technician staff.
Effectively manage clinical pharmacy and/or program management technician staff to assure workflow is optimized.
Continuously analyze and reassess priorities, redirecting staff across the service line to assure that workload demands are accomplished in the most effective, efficient and economic manner possible.
Assist with the development of performance standards.
Leads implementation of new programs and standards for pharmacy technician of all practice areas.
Review on annual basis each subordinate's competencies and complete performance evaluations.
Collaborate with union partners to maintain a constructive and collaborative work environment.
Prepare various management reports as delegated (i.e. Prior Authorization Drug Requests (PADRs) clinical technician workload impact).
Serve as leader to collaborate with pharmacy supervisors and staff to identify areas of duplication of efforts and develop solutions to streamline processes, reduce waste, save costs, and improve patient care.
Develop potential resolution and action plan to quickly minimize inefficiency or patient safety concerns.
Develop an environment of transparency with facility and pharmacy leadership and all staff.
Develop and implement necessary administrative audits.
Participate in quality assurance, process improvement activities and performance monitors.
Anticoagulation Clinic Support - calling in-range anticoagulation patients, conducting interviews, entering progress notes and warfarin renewals; Assess patient compliance, assist with scheduling appointments, and review dashboards, answer phone calls, order labs, etc.
Medication Management - Obtain relevant patient information for patient interview, assisted living facilities and nursing homes using joint legacy viewer with DOD partners, documents the compiled medication list win the medical record.
Patient Aligned Care Teams Support - Assist staff with scheduling and resolve issues, respond to clinic secure messaging or forward to appropriate provider, education patient, assist with the review of prior authorization drug requests, identify basic therapeutic problems.
Specialty care Support - Assist with scheduling and resolving issues, respond to clinical secure messaging or forward to appropriate provider, review dashboards answer phone call, order labs.
Work Schedule: Full Time, Monday - Friday, 8am - 4:30pm

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience: A high school diploma or equivalent; or at least 3 months experience.
Certification: Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.
English Language Proficiency: Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a.
Grade Determinations:
IN ADDITION TO THE BASIC REQUIREMENTS APPLICANTS MUST MEET THE FOLLOWING:
GS-8: One year experience at the next lower level (GS-7) and must fully meet the Knowledge, Skills and Abilities (KSAs) at the next lower level:
1. Ability to evaluate, analyze workflow, and coordinate work activities.
2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other
projects/statistical purposes.
3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff
4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment.
5. Comprehensive knowledge of the procurement and formulary process.
6. Comprehensive knowledge of investigational drug policies and procedures.
7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.
8. Comprehensive knowledge of, and ability to, analyze data in VA information systems.
In addition, the candidate must demonstrate the following technical Knowledge, Skills and Abilities (KSAs) and the potential to acquire the assignment specific KSAs designated by an asterisk (*):
*1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments).
*2. Ability to apply management and leadership principles.
3. Ability to communicate orally and in writing.
4. Extensive working knowledge of the pharmacy operation.
5. Ability to assess staff needs and provide appropriate training.
(c) Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level may be assigned supervisory positions or assignments as lead technicians in a highly complex area of the pharmacy. The GS-8 level is for very select, complex pharmacy technician positions as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment. Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and availability of supervision in the work unit. Although these positions are under the supervision of a pharmacist, employees in such settings successfully and consistently demonstrate the exercise of independent technical judgment (without the need for readily available supervision) as well as comprehensive and thorough working knowledge of the most complex or difficult practices and procedures. Such individuals may also serve as supervisors or in an equivalent assignment in a Pharmacy Service, or for a specific unit or section.
Preferred Experience: 1-2 years of clinical pharmacy experience is preferred.

The full performance level of this vacancy is Gs8. The actual grade at which an applicant may be selected for this vacancy is GS-8.
Physical Requirements: Principal duties of this position require repetitive use of hands and fingers (e.g., preparing prescriptions, use of a computer keyboard, etc.). May require lifting and carrying light loads (up to 44lbs.), including boxes, equipment, medical supplies, stock boxes etc.; stooping or kneeling (e.g., to pick up items from the floor, remove and replace items on lower shelves, and to file documents in lower file drawers, etc.); sitting, walking, or standing for long periods of time (4-8 hours). Ability to operate automation. Normal ranges of hearing and vision are required to perform work and communicate effectively. Must be physically capable of operating various types of equipment used for the job.
