This position is located with the Bureau of Indian Affairs, Western Region in Phoenix, Arizona. The incumbent will serve as an Awarding Official and Indian Self-Determination Officer for the Western Regional Office responsible for the full range of contract and grant functions encompassing evaluation of applications/proposals, oversight responsibilities, negotiations, execution, and administration of all BIA programs/projects in support of BIA.

Duties
Has responsibility for awarding functions extending from pre-awards, to award, and post-award activities, through contract and grant close-out, to include contract and grant retrocession, rescission and reassumption procedures.
Implements new self-determination initiatives and provides a conducive climate for implementing BIA management's objectives in the self-determination field.
Coordinates the receipt of and responds to inquiries made to the Regional Office regarding issues relating to the interpretation of all aspects of PL 93-638.

- Will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.
- Incumbent will serve as a Level II Awarding Official and Senior Awarding Official, and must possess or be able to possess certification.
Qualifications
GS-14 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-13 grade level in the Federal service.
Specialized experience is defined as: developing, coordinating, negotiating, and awarding a variety of contracts and grants; administering and evaluating the administration and management of an Indian Self-Determination program; and planning and carrying out related activities under Public Law 93-638.
All qualification requirements must be met by the closing date of this announcement.
Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
