Serves as a management analyst or program analyst at the GG-13/Band 3 level and performs a wide range of complex tasks to develop, analyze, evaluate, advise on, or enhance the effectiveness of organizational structures and procedures for the NAVAL INTELLIGENCE ACTIVITY.
Duties
You will coordinate with Department of the Navy Assistant of Administration (DON/AA), Pentagon Force Protection, Pentagon Facilities Management, Pentagon Fire Marshal, and SSO Arlington for the physical management of the office.
You will manage available office and briefing spaces to ensure the Activity can accomplish its mission.
You will propose solutions when conflicting requirements exceed available resources, provide logistical support for staff requiring access to the facility, and manage the Activity?s allocation of parking spaces.
You will maintain a purchase card warrant and manage the yearly supply budget.
You will analyze office needs and ensure that proposed solutions meet all security requirements and are in accordance with acquisition directives.
You will perform duties as Directorate travel Authorizing/Reviewing Official; validating official travel undertaken to accomplish an official mission, review authorizations and vouchers, and ensure travel in accordance with DoD regulations.
You will manage, oversee, and facilitate all military award packages for coordination with Senior DoD and/or Intelligence Community leaders for review and approval.
You will review incoming awards for correctness and completeness, prepare briefing packages for review and approval, and coordinate staffing of award packages.
You will aid in maintaining the archive of approved awards in accordance with applicable security and records requirements.
You will manage support to Activity leadership to provide suitable space and logistical support for scheduled meetings with senior DOD and IC leadership in order to execute activity mission.
You will provide requested access to Pentagon spaces to enable senior leadership to execute necessary functions.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-Year DCIPS trial period requirement.
- Must be able to report to the Pentagon each workday. Telework is occasional/situational only.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following such as:
1) Apply standard operating procedures to assist management in the proper tracking of assigned tasks and ensure that tasker packages do not become lost or late in the routing process;
2) Brief management on proposed policies and procedures to ensure compliance with all existing business practices;
3) Plan and carry out all assignments necessary for the analysis and evaluation of the effectiveness of programs and operations.
