You will serve as a SUPERVISORY INTERDISCIPLINARY in the Facilities Engineering and Acquisition Division (FEAD) of NAVFAC SOUTHWEST. This is an interdisciplinary position which may be filled by any of the following series: General Engineer (0801), Architect (0808).

Duties

You will recommend strategies to eliminate obstacles to achieve program goals. You will assign work to staff based on the contract requirements of facility construction objectives. You will participate in multi-disciplinary in-house design teams. You will provide technical landscape architectural training and mentoring for new and junior employees to increase their technical competency. You will perform technical management and oversight on execution of multi-disciplinary design projects. You will provide expert technical advice and direction, review and administration related to the planning, design, construction, testing, operation, maintenance and repairs for new and existing naval shore facilities. You will provide day-to-day expert technical guidance and support in developing initial project documents plans, specifications, studies, reports, and other design work products. You will formulate architectural and engineering project requirements in accordance with facilities construction guidelines. This is an obligated position. The former incumbent has return rights to this position under PL 86-585. You will be required to obtain and maintain a current valid United States drivers license.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the basic requirement and selective placement factor for the series in which you are applying, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing all aspects of landscape architectural design for a wide variety of installation shore facility projects and sites, including planning, concept design development, sustainable design, design analyses, compliance with codes and standards, drawings, specifications, cost estimates, and other required services; 2) Working closely with project leader through all phases of design, pre-award and construction; 3) Providing accurate field office projections for design and construction workload to determine resource requirements; 4) Provides post construction award services (PCAS), including review and approval of contractor's submittals for conformance with the requirements of the contract drawings and specifications; 5) Provides expert technical advice and direction, review and administration related to the planning, design, construction, testing, operation, maintenance and repairs for new and existing naval shore facilities and; 6) Evaluating Project Management and Engineering Branch (PMEB) metrics as it relates to overall project schedule, cost impacts, and quality control/quality assurance efforts to maximize effectiveness of Capital Improvements Business Line (CIBL) deliverables and support. PHYSICAL DEMANDS: The work is generally sedentary with periodic need for site visits involves standing, walking, climbing, bending and crawling to assess or inspect existing and new facilities and generally traversing construction sites. Occasional surveys and inspections of the Navy and Marine Corps' infrastructure will require some physical exertion. WORK ENVIRONMENT: Work generally involves minimal risks and observance of safety precautions typical of an office setting. However, field inspections are made which may require protective clothing. Protective clothing worn in field inspections includes hard hats, reflective vest, hard-toed boots, safety glasses, and ear protection. Other protective wear such as safety harnesses, coveralls, and gloves may be required for certain situations.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
