About the Position: This position is located at the U.S. Army Training and Doctrine Command Deputy Chief of Staff G-8 Budget Directorate Fort Eustis VA. Fort Eustis is located in Newport News, between historic Williamsburg and Virginia Beach. The Hampton Roads/Tidewater area has all the conveniences of a big city with charm of small town and rural areas.
Duties
Analytical and production work related to the development, implementation, and execution of agencies military and civilian manpower program.
Strong problem solving and decision-making skills; ability to analyze options, evaluate risks, and make or recommend sound decisions to support force management goals.
Developing the manpower program in Planning, Programming, Budgeting and Execution System (PPBES).
Participates in manpower or equipment surveys, assessments, or studies conducted by agency.
Ability to participate in cost benefit analysis and strategic sourcing processes.
Prepare and review unit manning documents, i.e., Table of Distribution and Allowances (TDA) or Modified Tables of Equipment (MTOE) or like documents for the agency ensuring compliance with policies, regulations, and directives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Must be able to obtain the Financial Management Level 2 certification within 24 months from hire date.

GS-11 - Specialized Experience: One year of specialized experience which includes 1) Forecast manpower program requirements; 2) Participate in surveys, studies, and/or assessments for equipment and manpower; AND/OR 3) Analyze trends and issues with a program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher- level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Administrative.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS12 - Specialized Experience: One year of specialized experience which includes 1) forecast manpower program requirements; 2) participate in surveys, studies, and/or assessment for equipment and manpower; 3) analyze trends and issues with a program; AND/OR 4) preparing manpower reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
