The incumbent serves as Lead Medical Support Assistant (Lead MSA) for the Centralized Scheduling Unit (CSU) or Call Center. Performs duties related to the receipt, intake, and indexing of health/ administrative information. Provides assistance to both Veterans and AMSA subordinates ensuring a smooth process for management of scheduling of appointments, and supports work in connection with the care/treatment given to Veterans, in a interdisciplinary coordinated care delivery model (e.g. PACT).
Duties
The Lead Call Center MSA is responsible for scheduling appointments, including
interpreting and verifying provider orders in accordance with VHA national scheduling
guidelines. Assignments at this level include but are not limited to: The Lead Call Center MSA
monitors and makes work assignments, provides input on performance, resolves daily workplace
issues and maintains efficient workflow. Assignments at this level include, but are not limited
to: assuring adequate coverage of all incoming calls, ensuring accurate and timely scheduling of
appointments; providing guidance to staff members to include change in policy and procedures;
distributing and balancing workload; creating and maintaining employee work schedules;
orienting and providing on-the-job training for new and current employees; ensuring all training
requirements are met; organizing the training material for call center staff. The Lead Call Center
MSA acts as liaison between clinic AMSA staff, Nursing Call Center staff, and Call Center MSA
staff to provide updates to all entities as needed for veteran scheduling facilitation. The Lead
Call Center MSA will review the clinics appointment schedule to ensure that clinic utilization is
optimized and effectively supports the needs of the clinics as well as the needs of the Veterans.
Develop and maintain effective and efficient communication with the patient, interdisciplinary
team, VA medical centers, and other agencies. This position includes, but is not limited to, work
that requires a practical knowledge of computerized data entry and information processing
systems, setting priorities and deadlines, participating and providing input in problem solving on
operational issues or procedures in team meetings, performing administrative follow up actions;
evaluating patient information and clinic schedule lists to determine whether a patient is vested;
educating providers about shared patients who may be receiving care at multiple VA's or in the
community, the medical facility's organization and services, rules and regulations governing
eligibility and treatment, practical knowledge of the standard procedures, medical records,
medical terminology, security of sensitive electronic files, process improvement, and customer
service. For all assignments above the full performance level, the higher-level duties must
consist of significant scope, administrative independence, complexity, (difficulty) and range of
variety as described in this standard at the specified grade level and be performed by the
incumbent at least 25% of the time. The Lead MSA participates in developing supplemental
training to address identified deficiencies. The Lead MSA may be required to assists in
facilitating completion of New Employee Orientation for areas involved with Intake
processes. Perform other duties as assigned.

Basic Requirements:

Experience and Education
(1) Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
(2) Education. One year above high school; or
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation).

Grade Determinations: Experience. In addition to the basic requirements above, applicants must have One year of experience equivalent to the GS-6 (AMSA) grade level such as:
Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.
Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
Ability to communicate tactfully and effectively, electronically, by phone, in person], and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns.
Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care.
Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care [administrative functions] to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
Ability to provide staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
Physical Requirements: Typically, the Lead Medical Support Assistant must be able to operate a computer terminal and be able to manage multiple activities at one time. The LEAD MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Work is generally sedentary; however, there may be some walking, standing, bending, and carrying of light items. Work Environment: The work may be stressful due to the accelerated pace for several hours at a time during peak clinic hours or on days that have a large volume of clinic activity.
