About the Position: You will plan, organize, supervise and participate in the installation, maintenance and repair of all mechanical features of a hydroelectric power plant, switchyard, and dam in accordance with standard operating procedures and established trade techniques. Duties

Assist superiors in yearly planning of workload and assigning priorities considering machinery availability. Plan weekly and monthly schedules to meet assignment deadlines by establishing priorities, setting sequence of operations, and determining staff, equipment and materials needed to handle probable workload. Perform maintenance and frequently inspects plant structures and equipment to ensure the preventive and operating maintenance program, Facilities Equipment Maintenance System (FEM), meets established standards. Solve routine problems contacted in daily assignments; brings major problems to attention of supervisor; reads prints/specifications and recommends corrective action for major items. Maintain records of work orders, materials used, and costs involved in maintenance activities to ensure conservative budgeting. Issue work assignments to journeymen and maintenance workers, outlines methods to be used, and furnishes technical instructions on more difficult operations. Recommend formal appraisal of performance, recommends commendations or disciplinary actions, and suggests ways to improve performance of employees technically supervised. Train employees on what is to be done and how by demonstrating proper methods and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the Civilian Drug Abuse Testing Program.
  • Position may be filled as a temporary promotion not to exceed One year. This position cannot be made Permanent.
  • This is an obligated position.
  • Selectee must have completed the USACE Hydropower Training Program. You MUST submit a copy of your USACE Hydropower Training Program certificate with your application package or you will be rated ineligible.
  • Incumbents that do not possess USACE HTP Senior Level Qualification, shall complete Senior Level Qualification within 12 months.
  • Position may be filled as a Temporary Promotion Not To Exceed (NTE) one (1) year by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and MAY be made permanent without further competition.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Power Plant Senior Mechanic without more than normal supervision. Have performed the majority of the following duties under close supervision: installation, maintenance and repair of all mechanical features of a hydroelectric power plant, switchyard, and dam; workload planning; inspection of plant structures and equipment; adherence to rules and regulations of a Safety Program; and budget maintenance and requisitioning of supplies and equipment. - Failure to meet this Screen Out Element will result in an ineligible rating.
