The Veterans Health Administration has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the VISN level. Incumbent serves as a Human Resources (HR) Specialist performing a variety of HR program functions in Federal Workers' Compensation. This position is assigned to the VISN HR Office and reports to a VISN Workers' Compensation Supervisor.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. SLRP: This occupational series is eligible for the Student Loan Repayment Program (SLRP). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of, and skill in applying, standardized principles, practices, and procedures of injury compensation, and standardized fact finding and research techniques sufficient to administer an organizations injury compensation program; analyze information related to on-the-job injuries or illnesses provided by supervisors and employees in support of an on-the-job workers compensation claim; act as a liaison between supervisors and employees to facilitate claims; evaluate suspected fraud cases; and provide training to supervisors and employees on practices and regulations of the injury compensation program. ~OR~ Education: Successful completion of a Master's or equivalent graduate degree, two full years of progressively higher- level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of and skill in applying, a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices; analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues; techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients; consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations; and written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. ~OR~ Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Examples of specialized experience would typically include, but are not limited to: : Knowledge of, and ability to apply a wide range of Human Resources (HR) concepts, principles, laws, regulations and practices; VA Handbooks and policies, and collective bargaining agreements related to Workers Compensation, sufficient to serve as a consultant in providing advice and guidance to managers, employees, union officials, and applicants. Knowledge, understanding, and application/interaction of the Reasonable Accommodation program, federal position Classification, Recruitment and Placement, Schedule A appointments, Employee Relations, Federal leave programs, Federal insurance benefits, Compensation, Pay Setting/Retained Pay provisions, OPM Restoration Rights, Federal Employee Compensation Act (FECA), Equal Employment Opportunity (EEO) implications, negotiated grievance/agency grievance processes, and Merit Systems Protection Board appeals, to include application of such court decisions.

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
