The primary purpose of this position is to assist the installation Drug Demand Reduction Program Manager (DDRPM) administer all aspects of the installation and geographically separated units (GSU) military and civilian Drug Testing Programs, and report issues regarding the urinalysis program to the chain of command.

Duties

Assists the Installation Drug Demand Reduction Program Manager (DDRPM) with the DoD military and civilian drug testing programs to include coordinating testing activities, organizational drug sweeps as requested by commanders at all levels or by the Office of Special Investigations. Assists the DDRPM with the administrative management of the drug-testing program to verify test results are received for every specimen sent for testing, tracks results, and follows-up with testing laboratory to resolve issues of turnaround times, pending results, and untestable specimens and endure personnel involved in drug testing are familiar with and follow DoD, AF, and local procedures. Assists the DDRPM by maintaining and reporting appropriate drug testing statistical data, and with submitting the installation's Air Force Drug Free Workplace reports. Performs administrative duties such as filing, records maintenance, data entry to regularly obtain and update military and civilian rosters for accuracy.

  • May be required to travel by military/commercial aircraft in the performance of temporary duty assignments
  • May not have a record of conviction by courts-martial, civilian criminal court, non-judicial punishment under Article 15, UCMJ, or a Letter of Reprimand
  • May not have similar administrative action (Letter of Admonishment, Letter of Counseling) for misconduct involving dishonesty, fraud, or drug abuse (including use, possession or distribution)
  • Incumbent may not have any pending civilian criminal action or pending administrative action (Separation, Letter of Reprimand/Counseling/Admonishment for dishonesty, fraud or other integrity offenses)
  • This position may, at times work evenings, weekends and/or holidays in order to observe, collect, and store specimens

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Two years of general experience and progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must be a High School graduate or the equivalent is creditable at the GS-2 level for the occupations listed, except Clerk-Stenographer, where it is creditable at the GS-3 entry level. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5 and below, except for Reporting Stenographer, GS-5. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Drug Testing Programs sufficient to gather data, compile reports, and make recommendations based upon analysis of factual information. Knowledge of the conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures as related to drug testing specimen collect, packaging, inspecting, testing, and shipping. Knowledge of DoD Directives, Air Force Instructions, MAJCOM, and local policies governing military and civilian drug testing procedures. Ability to communicate clearly and effectively, both orally and in writing. Ability to collect data and safe guard confidential drug testing information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
