Duties

As a SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF) (TITLE 5), GS-0101-11, you will assist victims of sexual assault and domestic violence towards the process of recovery, through advocacy and resource information. For SAPR sexual cases, the victim advocate will operate under the supervision of the State SAPR performing duties which include, but are not limited to, crisis intervention, safety planning, referral, ongoing non-clinical support, and serves as a resource on available options to assist victims in making informed decisions regarding reporting options and care. For Domestic Violence cases, the Victim Advocate will operate under the guidance and direction of the Director of Psychological Health (DPH)/Behavioral Health Officer (BHO) developing an appropriate plan of assistance and intervention which provides for the safety of the victim and their family members. Cases are assigned from a variety of sources to include self-sought services and referrals from SAPR hotlines, local domestic violence agencies, training classes, Wing/BDE State identification, investigator identification, and medical or mental health provider identification. Provides continuity of care and ensures coordination with all applicable National Guard functions, State SAPR and DPH. During medical and investigation procedures court/administrative proceedings, and related processes. Conducts risk assessments of individuals to determine immediate needs and evaluates safety and levels of risks; provides emotional support and guidance to victims in crisis while addressing the individual's needs and desires. Provides crisis intervention in the immediate aftermath of sexual assault or domestic violence/abuse and develops safety plans based on initial and ongoing risk assessments. Provide restricted and unrestricted reporting options addressing confidential disclosure and privacy to the victim. Provides referral services at the Wing/BDE State as well as the surrounding communities.During imminent risk of serious harm or death, notify the DPH and law enforcement and provide physical support by being present until the DPH can coordinate the appropriate next steps. Direct the victim to DPH, or civilian authorities if DPH is unavailable, when a sexual assault or domestic violence case involves child abuse or a victim under the age of 18. Complete required reports/documents on incidents of sexual assault and domestic violence. Assists the State SAPR with entering all Wing/BDE State sexual assault incidents into the Department of Defense Sexual Assault Incident Database (DSAID) IAW DOD and NGB policies and procedures. Assists with DSAID entry for: SAPR Related Inquiries (SRI), Wing/BDE State Training activities, retaliation reports, and CMG minutes. Has primary administrative oversight for entering and tracking all information for volunteer or collateral duty Victim Advocate DSAACP Credentialing and continuing education training via DSAID. Assists the State SAPR in the supervision of volunteer Victim Advocates. Respond to all requests for data request and provide timely reporting to the State SAPR and/or NGB SAPR Program.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Air Force meet our mission requirements as a Sexual Assault Prevention & Response (VICT ADV) (SAR WF). PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. GENERAL EXPERIENCE: Must have a degree in behavioral or social science; or related disciplines appropriate to the position or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: GS11 Must have at least 1 year equivalent to at least GS-9 experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources; must have knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain a Secret security clearance. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. 7. Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
