This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Police Service (PS). The mission of the PS is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. The PS uses a Veteran Centered Policing (VCP), VA-specific law enforcement model in which the VA police force serves and protects Veterans, employees, and all others who access VA care and services.
Duties
The Lead Police Officer (SGT) serves a vital role within the Cheyenne Police Service, often representing the face of the VA as the first person a Veteran or other visitor may encounter when entering the facility. The major duties include, but are not limited to:
Leading a team of Police Officers and/or other administrative staff in the day-to-day lead policing operations as well as the non-lead policing assignments.
Working in collaboration with the Police Supervisor carrying out the overall mission of the Police Service
Assigning, distributing, reviewing, approving/disapproving employees' assignments, monitoring and reviewing the status and progress of the work and making workload adjustments to ensure workload balance
Consulting with immediate supervisor on problems including work backlogs, questions and/or matters not covered by standards, and problems in meeting performance standards ? Reviewing police reports, patrol reports, and ongoing investigations to ensure complete, concise, and factual information reporting
Reviewing and recommending Standard Operating Procedures (SOP) and/or changes to current SOP
Providing and/or coordinating on-the-job staff training, answering questions reference procedures, policies, and directives, and other publications, acting as a field training officer, supplying written instructions, reference materials, and supplies
Providing input on performance rating, and/or any disciplinary action (s), informing employees of available services and employee activities
Resolving simple, informal complaints from employees, referring others to the supervisor
Leading law enforcement assignments to preserve peace, prevent, detect and prevent crimes, arrest or apprehend violators, and to assist citizens in emergencies, including the protection of civil rights
Informing supervisor of the employees' performance, progress, training needs, and behavior problems, and providing feedback concerning promotions, reassignments, recognition, and personal needs
Serving as a Federal Police Officer with full law enforcement and investigative authority as defined with 38 USC 902, VA Directives, Handbooks, and other operational guidance
Leading investigations and personally conducting investigations, apprehensions, or detention of individuals suspected or convicted of offenses against the criminal laws of the United States
Conducting investigations with a nexus to VA, prisoner transport, patient search and recovery, life-saving efforts, disaster response and recovery, asset protection during transit, training, and other matters
Providing patrol in vehicles, on foot, and/or on a bicycle
Supporting the goals of equal employment opportunity

Enforcing traffic rules and regulations, including those related to speeding and reckless operation of vehicles while impaired or intoxicated
Seeking, detecting, seizing, and protecting evidence and witnesses at the scene of an incident; exercising search and arrest authority; detaining witnesses and apprehending suspects; making arrests and performing booking procedures; interviewing witnesses and other persons involved
Providing guidance and assistance to staff in the use of the National Incident Management System and Incident Command System protocols to establish command and control; develop a course of action, and contain, mitigate, and recover from an incident, providing advice and guidance regarding the system operations and data to staff
Leading staff as the first line of defense during violent crimes in progress, terror attacks, potential threats to personnel or VA properties, and general crimes at all classification levels
Work Schedule: Varying 8,10,12 hour shifts

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Arrest Authority is preferred but not required. You may qualify based on your experience:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leadership skills to carry out the responsibilities of a Lead Police Officer (SGT) over an immediate Police Service staff; detailed knowledge of the full range of police and law enforcement services including state, county and federal laws, regulations, methods, and procedures that apply to the facilities, depending upon their geographical location and type of jurisdiction to ensure policing compliance and to prevent and resolve offenses; writing skills to prepare a variety of policing related reports and documents for immediate supervisor's review and approval.
You will be rated on the following Competencies for this position:
1) Arrest - Knowledge of the laws, principles, and procedures used in apprehending a criminal suspect, including polices for pursuit and proper use of force and capture such as Miranda rights.
2) Criminal Law - Knowledge of state and federal criminal laws, including procedures, regulations, guidelines, and precedents related to admissibility of evidence and prosecution.
3) Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
4) Manages Human Resources - Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance.
5) Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.
6) Teaching Others - Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor.
Preferred Experience: Currently certified VA Police Officer.
Selective Placement Factor (SPF):
To perform these duties effectively, the incumbent MUST be currently certified in performing instructor responsibilities and have previously attended LETC.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work requires regular, recurring, and considerable physical exertion such as long periods of standing, walking foot patrols in and around large buildings, driving, bending, stooping, reaching, crawling, running, frequently climbing multiple flights of stairs, and carrying items weighing over 50 pounds. Police Officers require stamina, physical agility, dexterity, and strength when responding to alarms, pursuing, apprehending, and/or detaining persons who are often uncooperative, combative and/or armed, and to lift, carry, and evacuate injured persons.
