The primary purpose of this position is to plan the details of developing a variety of conventional visual products that depict or present subject matter information or ideas.

Duties

Duties may include (but are not limited to): Ensure the efficient operations of the graphics function by reviewing and critiquing products and tracking jobs from the beginning to the end. Evaluate and updates current technology in the area of computer graphics and desktop publishing. Research and evaluates new areas of storage of this data. Meet with the client (e.g, author, editor, or program officials) to learn the information objectives of the projects, the points to be emphasized, the relationships to be stressed, and the relative degree of importance of various pieces of the information to be disseminated, transforms spoken or written descriptions of items, processes, issues or events into visual representations with benefit of existing pictures, models, or diagrams, Has skills in using sophisticated software applications, technology equipment, peripheral devices, and other technology used in the production of photography, videography and visual media in order to design, produces, edits, and disseminates a variety of graphic design applications, including but not limited to: web design, motion graphics, information graphics. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting the time-in-grade requirement, applicants must also meet the following basic requirement and specialized experience: Basic - Individual Occupational Requirement: Education: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. In addition to the time-in-grade requirement and Individual Occupational Requirement as stated above, applicant's must also meet one of the following to qualify for this position at the GS-11 level. GS-11 Grade level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing Adobe Creative Suite products to include Photoshop, Illustrator, InDesign, or other similar software; developing graphics, publications, and marketing materials; 3) experience in video filming, editing, and production. This experience must be supported by your resume to be creditable. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. that demonstrates the knowledge, skills, and abilities necessary to do the work of the Visual Information Specialist position. Graduate education must be in a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. (Transcript Required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-9 level. (Transcript Required). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work, which is performed primarily while seated, requires no special physical demands.
