This position is located in the Environmental Management Service at VA Pacific Islands Health Care System - Spark M. Matsunaga VA Medical Center in Honolulu, HI. The Assistant Hospital Housekeeping Officer is responsible for the management and oversight of the day-to-day operations of the Environmental Management service.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position is a full deputy to the Hospital Housekeeping Officer sharing all technical and managerial responsibilities. With the VA being co-located on the main campus with Tripler Army Medical Center (TAMC), the Assistant Hospital Housekeeping Officer is required to coordinate contracted housekeeping services to an in-house service. Major duties and responsibilities include but not limited to: Supervising Administrative Officer, Environmental Care Specialist (Trainer), Pest Controller, Linen Supervisor, Grounds, Housekeeping Supervisors, and Housekeeping Work Leaders Planning work to be accomplished by subordinates, setting long range plans and short-term priorities, and reviewing prepared schedules for completion of work Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees Giving advice, counsel, or instructions to employees on both work and administrative matters Interviewing candidates for positions in the service; approves appointment, promotion, or reassignment to such positions Effecting disciplinary measures, including admonishments, reprimands, and suspensions, and proposes removal in more serious cases Developing performance plans and rates employees; identifying developmental and training needs of employees; providing or arranging for needed development and training Reviewing and approving or disapproving leave requests Assuring reasonable equity of performance standards and rating techniques developed by subordinates Making decisions on work problems presented by subordinate supervisory positions, and for work leaders Approving awards or bonuses for all service personnel and changes in position classification Coordinating a complete Environmental Sanitation Program that includes but is not limited to the development and maintenance standards for cleanliness and sanitation, frequency of cleaning, methods, procedures, necessary supplies, and safety precautions to be followed Providing 24-hour/7 days per week environmental sanitation coverage to designated patient and non-patient care areas to include services such as cleaning of ceilings, walks, floors, furniture, etc. Responsible for the oversight of the cleaning and disinfection of non-critical reusable medical equipment (RME) used in the Medical Center and Community Based Outpatient Clinics Managing the following programs: Pest Management, Regulated Medical and Solid Waste Management Program, Textile Care Program, Employee Uniform Program, Facility Moves Program Planning and coordinating all phases of the acquisition, implementation, and lifecycle of hospital housekeeping assets Coordinating with Contracting Office to ensure completeness and legal sufficiency Maintaining liaison with the contracting office, budget office, and other staff functions involved in hospital housekeeping activities Serving as management's technical consultant in all aspects of hospital housekeeping funding Managing the non-Oahu (10 facilities) with service contracts Work Schedule: Monday to Friday; 07:00 a.m. to 03:00 p.m. Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required

Qualifications

Minimum Requirement: The following are minimum requirements for appointment as an Assistant Hospital Housekeeping Officer in the Veterans Health Administration (VHA), which all applicants must met. Specialized Experience (GS-11): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-09) in the normal line of progression for the occupation in the organization. Qualifying specialized experience is experience in two or more of the following areas, or other work related to the position to be filled: (a) Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; (b) Experience in laundry and linen management; (c) Experience in interior design management; (d) Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; and/or (e) Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. OR, Education (GS-11): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Major study must be in public health or business administration with emphasis in hospital administration. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination (GS-11): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education, as described above. Only graduate education in excess of the amount required for the next lower grade level (2 full years of progressively higher level graduate education lead to master's or equivalent graduate degree, i.e., 36 semester hours) may be used to qualify applicants for positions at grades GS-11. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items, such as typewriters and record boxes. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity.
