Duties
Oversees the preparation of the economic portions of the CVP-CAS and other Regional cost allocation studies, applying the separable costs - remaining benefits method for joint cost allocation employed by Reclamation.
Assesses the technical scope, time, and funding needed to conduct economic and financial evaluations.
Designs research plans for the CVP-CAS implementation of the two cost/two period repayment approach, as well as the methodology used for implementing the cost allocation results in water rates.
Conducts quantitative and qualitative economic and financial analyses, including benefit-cost and financial feasibility studies, required for the development of the CVP-CAS.
Writes reports independently, based on technical expertise, in the form required for planning reports, environmental impact statements, land classification reports, water service ratesetting proposals, water rights settlements, litigation, legislative proposals, congressional hearings, and other special purposes.
Serves as the Region's subject matter expert when assisting the Denver Technical Services Center and the Denver Policy Office in the development of policy, directives, and standards, and guidance in cost allocation and other economic studies.
Develops Regional practices and guidance and contributes to Reclamation-wide policy development.
Participates in task force and work group assignments involving other Federal and State agencies dealing with coordination of planning, project formulation, and economic evaluations of resource management and development proposals.
Plans, directs, performs, and reviews a variety of complex and Regional economic studies required to provide a sound technical basis for evaluating economic and financial effects of existing and potential water and related land resource projects and programs.
Formulates, coordinates, and executes research plans for studies in which the objectives and solutions have not been established.
Leads the Region's efforts to analyze water contractors' Payment Capacity and Ability-to-Pay to determine their eligibility for relief from applicable water charges using complex farm budgeting techniques.
Analyzes the agricultural economic conditions, factors, and trends affecting existing and potential programs for the management and development of water and other related natural resources; the repayment ability of water contractors applying for Rehabilitation and Betterment Loan Program funds and involved in the Safety of Dams Program; and repayment capacity of water contractors during water service and repayment contract negotiations.
Conducts Class I equivalency determinations in accordance with policies and procedures established to implement the Reclamation Reform Act of 1982 (RRA).

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience: Examples of qualifying experience include: 1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions, and report preparation; 2, supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or 3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

GS-13 Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. conducting and interpreting quantitative research or analytical studies on the economic effects of government policies and programs; 2. identifying and analyzing relevant information to evaluate the economic impact of a project, program, or policy on an area's economy; 3. applying techniques of regional economic impact analysis (i.e., data collection, field observation, modeling, and coding, and sampling and research design) to help predict important aspects of economic change.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/01/2023.
