This position is located in a State Office in USDA/Rural Development. The incumbent serves as Supervisory Loan Specialist (Commercial), Business & Cooperative Program Staff. The incumbent is primarily responsible for program planning, administration, and evaluation of the full scope of activities related to the State's rural business and cooperative development loan, grant, and loan guarantee programs. Vacancy will be filled at either of the listed locations above.

Duties
Responsible for the design, implementation, and execution of the State's business and cooperative development loan, grant, and loan guarantee programs.
Develops and makes policy decisions that will be in the best interest of the Business and Cooperative Program.
Evaluate business and cooperative program operations by conducting or directing special studies along with analyzing reports and materials on program activities and problems.
Develops partnerships with other agencies, state and local governments and private lenders to create and retain rural businesses.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement July 21, 2023, including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
For GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Experience processing and servicing a full range of commercial and/or complex realty loans. Servicing a loan portfolio of a bank or other loan association beyond consumer loans or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers, ascertaining and analyzing borrower's financial capacity. Evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan. Demonstrating leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
