About the Position: Serve as a Supervisory Contract Specialist (Division Chief) providing direction and guidance through subordinate supervisors/team leaders to a group of professional, technical, and support personnel engaged in directing all aspects of a major highly complex defense acquisition programs.
This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.
Duties
Serves as Division Chief to provide direction/guidance through subordinate supervisors to professional, technical, and support personnel engaged in all aspects of a highly complex defense acquisition program.
Assigns work while establishing priorities based on workload and skillset.
Evaluates performance of subordinates to give advice and counsel on both work and administrative matters, to include career growth and development.
Exercises full responsibility in the application of contract and procurement laws, rules, regulations, decisions, other directives and sound business judgment on all contractual actions.
Serves as a member of the pay pool management in assessing contribution and preparing statements of duties and experience.
Ensures subordinates properly analyze and apply contracting rules, regulations, and procedures.
Performs the full range of administrative and technical supervisory duties.
Plan and execute budgets.
Interpret contracting/rules from Federal, Department of Defense and Department of the Army to ensure compliance of agency contracting functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret Security Clearance.
- Must file a Financial Disclosure Statement, OGE, Form 450, upon entry onto the position and annually thereafter.
- This is a Critical Acquisition Position. This position requires the selectee to remain in Federal service for at least 3 years.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 36 months as of entrance on duty.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Drug Test Required.

Basic Education Requirement for 1102 Series:
Degree: A 4-year course of study leading to a bachelor's degree with a major in any field. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if A) You current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade/level which includes: 1) Managing branch or higher level entity to ensure agency programs are supported; 2) Providing expert technical advice for contracting pre-award and administration; 3) Performing administrative and supervisory duties for assigned division, to include mentoring, developing acquisition plan/strategies to assure timeframes, goals, and work requirements are met; managing and motivating contracting/procurement personnel towards organizational goal accomplishment and career growth; 4) Applying state of the art contracting techniques, such as non-FAR based contracting efforts; and 5) Developing policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiation, administering, and/or termination of contracts for procurement of supplies, services, or research and development.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13.
