This position is in the Speech-Language Pathology Section of the Audiology & Speech-Language Pathology Service at the Stockton clinic. The incumbent is responsible for assisting the Section Chief in leading the Speech Pathology Section. The duties and responsibilities are carried out throughout the entire Northern California Health Care System and includes all clinical and patient care areas involved with the service.

Duties of the position include, but are not limited to:
Assists in planning, assessing and evaluating programs to ensure proper coordination between health care delivery within the section and the overall delivery of health care.
Makes decisions with wide latitude of control and independent judgment.
In the absence of the Section Chief, the incumbent will exercise supervisory responsibilities such as planning and scheduling work, assigning work to employees, accepting, amending or rejecting completed work, assuring that production and accuracy requirements are met, appraising performance and recommending performance standards and ratings, assigning delineated clinical privileges, approving leave, and effecting disciplinary measures.
Assists in training and orientation of new staff.
Uses and shares knowledge of contemporary speech-language pathology practice to serve as a coach and mentor for the clinical team members.
Articulates and communicates assignments, projects, problems to be solved, actionable events, and objectives, as well as advise on work methods, practices, and procedures to accomplish program goals.
Uses ability to coach the clinical team in the selection and application of appropriate problem-solving methods and techniques.
Shows potential to monitor and report on status and progress of work, evaluate program quality to ensure that methods, deadlines, and quality have been met; and make adjustments to accomplish the workload in accordance with established priorities.
Facilitator and/or negotiator in coordinating initiatives and consensus building activities among clinical team members with wide divergent backgrounds, interest, and points of view.
Conducts, plans, and coordinates clinical and administrative aspects of a full range of services associated with contemporary speech-language pathology practice.
Responsible for independent diagnostic assessment and evaluation of cases that are referred to the Speech-Language Pathology Section without limitation as to difficulty or complexity.
Responsible to conduct interviews with the patients and appropriate family members or friends; and to select, administer and interpret the diagnostic test results necessary to detect and evaluate the presence of a speech, language, voice, fluency, communicative, cognitive, and/or swallowing disorder.
Assesses patient conditions from examination, observation and consultation with other members of an interdisciplinary health care team.
Utilizes diagnostic and evaluative procedures and techniques consistent with contemporary speech-language pathology practice.
Develops an appropriate plan of care and delivering treatment as designed and consistent with principles of evidence-based practice.
Documents evaluation and treatment actions and outcomes in appropriate formats in a timely manner, in accordance with facility policy, and completing all related patient care tasks.
Reports the findings to Veterans and their families, and to professional colleagues.
Provides patient and family education including informed consent.
Optomizes clinical safety and efficiency by maintaining supplies, equipment in good working order.
Responsible for planning, conducting, coordinating, and monitoring the effectiveness and clinical outcomes of patient-centered treatment and rehabilitative services to maximize and restore physical and social functioning to the greatest extent possible.
Treatment may be provided to individuals or to a group of Veterans, led either by the incumbent independently or by the incumbent in collaboration with other related profess.
Serves as a consultant to other facility personnel involving the most difficult and complex cases and is a recognized subject matter expert on matters related to speech, language, voice, fluency, cognitive- communicative disorders and/or swallowing disorders.
Remain current with new developments in speech-language pathology and will maintain professional competency by reading professional journals and engaging in continuing education activities and professional learning experiences, and by communicating with other professionals in speech-language pathology and related professions.
Participate in research activities pertinent to speech-language pathology.
Assist in gathering clinical research data.
Must have and maintain a valid unrestricted driver's license.
Other duties as assigned by management.
Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education:
A master's degree, or its equivalent, in speech-language pathology, communication disorders or a directly related field from an accredited college or university and one year of creditable experience (see paragraph 2.g.). OR
(2) A doctoral degree in speech-language pathology, communication disorders and sciences or a related field, from an accredited college or university.
Licensure: Individuals must hold a full, current and unrestricted license in a U.S. state, territory, commonwealth or the District of Columbia.
English Language Proficiency: SLP candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ? 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Lead Speech-Language Pathologist, GS-13.
Experience. In addition to the basic requirements at the GS-12 level, completion of one year of professional experience comparable to the next lower level.
Demonstrated Knowledge, Skills and Abilities (KSAs). In addition to the experience requirements, the candidate must demonstrate all of the following KSAs:
Skill in coordinating team initiatives and building consensus among clinical team members with divergent backgrounds, interests and points of view.
Ability to direct the work of others to accomplish program goals and missions.
Ability to evaluate program quality to ensure that speech-language pathology practice is consistent with evidence-based practice.
Ability to communicate effectively with staff, professionals in other services and leadership to convey speech-language pathology program goals and status.
Preferred Experience: Minimum of 5 years experience as a licensed Speech Language Pathologist. Advanced knowledge and experience working with patients who have dysphagia in both the inpatient and outpatient setting. Demonstrated program management and/or leadership experience. Experience precepting/mentoring graduate students in Speech Language Pathology.
