This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as an Administrative/Technical Specialist in the Surface Combat Systems Branch (Code A21) of the Naval Surface Warfare Center Panama City Division.

Duties

You will manage the conceptualization, initiation, design, development, test, contracting, production, deployment, integrated product support (IPS), modification, sustainment, in service engineering, and disposal of DoD systems. You will develop system acquisition strategies. You will interface with requirements and resourcing officers, draft acquisition strategies, conduct market research, and coordinate the Government's Request for Information. You will develop milestone-driven schedules and long-range plans, assess and mitigate risk, and monitor and report on technical progress. You will lead and motivate project teams to ensure requirements are fully aligned with organizational needs. You will negotiate tasking with support providers and stakeholders to achieve the objectives of the program. You will make recommendations for changes in the program area to increase efficiency, meet emergent demands, satisfy regulatory requirements and/or maintain the integrity of the program. You will convey program status (schedule, budget, certification, workload, etc.) to senior leaders, support providers, and stakeholders. You will compile, analyze, and summarize financial data for individual programs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector developing/analyzing acquisition strategies and managing the full life-cycle spectrum of naval warfare systems.
