Duties
The primary duties of this position include:
Employs a wide range of security concepts, principles, standards, and best security practices to resolve difficult and complex physical security challenges.
Performs evaluative, analytical, advisory, and administrative work, including capital budget guidance concerned with the physical protection of a variety of critical infrastructure, classified and/or sensitive facilities and material.
Plans and coordinates physical security actions and upgrades for the Lower Colorado Basin (LCB) Regional campus offices and facilities and has oversight of all vendors physical security requirements and compliance.
Analyzes Electronic Access Control and Surveillance System (EACSS) system performance, defines requirements for new and replacement systems, plans projects, designs new and replacement systems, installs new systems, repairs existing systems and equipment, manages system and subsystem configuration changes, documents system attributes in "as-built" drawings, and provides technical system support throughout the lifecycle of EACSS across the LCB Region's various dams and facilities.
Develops an end-of-life replacement program to ensure all employed Regional Office EACSS systems and components are replaced as required to maintain operational effectiveness; assists in development and implementation of such life-cycle programs for all similar systems throughout the Region's offices and facilities.
Ensures all card holders have the appropriate access to facilities and that the card holder database is properly maintained in accordance with agency policies and regulations.
Carries-out and assist with Homeland Security Presidential Directive 12 (HSPD -12) functions as designated and applicable to the US-Access role held. Serve as alternate to the LCB credential center on a as needed basis.
Qualifications

GS-11: In order to qualify for the GS-11 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to the GS-09 grade level in the federal service.
Specialized Experience for GS-11: Defined as experience designing and installing electronic security systems, providing technical review of electronic security system plans prior to installation, and providing remote trouble shooting for field personnel OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This vacancy announcement
