About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 66 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS)), determines whether applicants are qualified for enlistment based on standards set by each of the services. This position will be filled on a permanent basis.

Duties

As a Program Analyst, you will: Provide support to the J-6/Information Technology (IT) Directorate for all program management activities of designing, creating, delivering and supporting a DevSecOps ?software factory? staff. Support Command?s mission by developing and providing products and services for IT modernization and transformation programs. Conduct studies and evaluations, developing performance measurements, develop analytical evidence and recommending alternatives for management decision-making. Lead, advise, facilitate analyzing and promoting improvement and reengineering of practices, program, and projects. Advise senior leadership on approaches to manage changes to force structure, workforce development, staffing strategies, organizational design, policy, business lines, and operations. Conduct liaison activities with internal and external stakeholders to ensure unity of purpose and action. Create professional quality staff products such as plans, briefings, reports, business cases, decision analyses, studies, evaluations, information papers, memorandums, and project plans. Communicates written, verbal, graphical, quantitative, and qualitative business information effectively with subject matter experts, analysts, supervisors, managers, and other professional colleagues. Plan and evaluate programs, projects and studies to support IT strategic planning, change management, resource management, business process management, project management and IT business transformation activities. Analyze change requirements, problem reports, and tracks progress using tools such as the Agile, Scrum, and other modern IT program management Frameworks. If filled at the GS-09 or GS-11 level, duties will be performed in a developmental capacity under closer supervision.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below: Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in Program/Project Management, Business Management/Administration, Information Technology Management, or a closely related field. Combination of Experience and Education Substitution for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess.
