Duties

You will provide export control guidance, training, and oversight for Department of Navy (DoN) Special Access Programs (SAP). You will be the point of contact on all issues related to development and use of SAP international sharing agreements and controls for DON SAP Programs. You will skillfully conduct analysis of munition export controls, and work with Navy International Programs Office to develop national policies, instructions, and guidance. You will authorize the disclosure of documents, briefings, and other forms of SAP and Controlled Unclassified Information (CUI) to foreign governments and international organizations. You will develop and guide development of disclosure oversight, education, and training guidelines and materials.

• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

GS-14 Grade Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, providing and analyzing export control guidance/training/oversight for access programs/security protocols; 2) Developing foreign disclosure policies and sharing agreements; planning, managing, or executing security activities; 3) Formulating/recommending positions impacting security policies or strategies; 4) Advising senior leaders/decision makers; and 5) Reviewing information concerning program security activities. GS-13 Grade Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants MUST posses:

1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

   or

3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
