Duties

This position is located within the South Florida Natural Resources Center (SFNRC) in Everglades National Park and is responsible for developing and implementing a broad and complex program in coastal, estuarine, and marine ecology as it relates to Everglades Restoration and resource stewardship; and for directing operation of the Florida Bay interagency Science Center to promote the development of applied science within Florida Bay and estuarine/marine communities to support NPS management and Everglades Restoration. The incumbent fulfills the duties of the marine scientist position for Everglades National Park (EVER) and represents the Service in public and interagency forums as a technical representative. The incumbent routinely coordinates with the marine resource program at Dry Tortugas National Park (ORTO) and will supervise one or more marine resource specialists and other support staff in the marine science program. Develops and implements an applied scientific program in Florida Bay ecology at the Florida Bay Interagency Science Center (FBISC) to support the assessment of the effects of Everglades Restoration and water management on the bay ecosystem and to manage Everglades National Park marine resources. In consultation with the Natural Resources manager, Biological Sciences Branch Chief and Park management, determines the long- and short-range marine resource program needs for meeting the conservation and management goals established for the estuarine and marine ecosystems of EVER. Coordinates research and develops working relationships with scientists performing work in Florida Bay and the Ten Thousand Islands region of Everglades National Park to prioritize and promote collaboration. Serves as the lead scientist implementing the ENP Sportfish Monitoring Program. These duties include overseeing collection and analysis of fisheries dependent data, authoring reports on status and trends in the sport fishery and supervising biological technicians or technical staff. Provides administrative and technical oversight of research contracts and cooperative agreements related to marine resource research. Incumbent is responsible for applying results of the research to the resolution of marine resource management issues. Duties will be developmental in nature when filled below the full performance level.

Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. All qualifications must be met by the closing date of this announcement-09/12/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-12 grade level, you must possess One of the following minimum qualifications by close of the announcement: BASIC EDUCATION REQUIREMENT: Successful completed a full 4-year course of study leading to a Bachelor's or higher degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences., or related disciplines appropriate to the position. You must provide a copy of your transcript(s). In addition to the basic Education requirement, you must have: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Professional experience in marine or estuarine ecology that includes demonstrated experience in the quantitative analysis of the interrelationships between marine flora and fauna and their chemical and physical environments. 2) Practical experience in managing an interdisciplinary science program focused on estuarine or marine natural resources restoration, management, and monitoring. 3) Demonstrated ability to participate on multi agency technical teams that address significant and complex marine/estuarine resources problems and that evaluate impact of water management restoration projects on marine ecosystems with a record of scientific publication in at least one of the main marine resource area. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
