As a Safety and Occupational health Specialist, you will be responsible for identifying, analyzing, and documenting hazards and operational safety risks to personnel, facilities, equipment associated with complex aerospace systems. You will serve as a subject matter expert in ground safety systems, serve on design reviews, develop and prepare standards, develop hazard control methods, and serve as an authoritative source on Range Safety, OSHA/NASA requirements, and operational safety.

Duties

Identify, analyze, and document hazards and operation safety risks to personnel, facilities, equipment, and systems associated with complex aerospace vehicles, ground-based project systems, payload systems, and Ground Support Equipment (GSE). Serve as Subject Matter Expert (SME) regarding ground safety, provide technical advice and guidance to management for complex mission, procedures, equipment, systems, and/or operations. Advise and assist to resolve difficult program management or administration problems related to controls, hazard evaluation, and regulatory compliance to operations. Produce ground safety products to meet NASA/Range Commanders Council (RCC) standards/requirements. Advise on ground safety products. Identify methods to control hazards and verify controls are in place to ensure risk is at an acceptable level. Develop and prepare standards, policy, and technical evaluations for ground safety involving new (technology) aeronautical and aerospace vehicles and previously flown vehicles. Serve as a source on Range Safety, OSHA and ground safety operations during planning, design and safety review. Lead/mentor team members to enable operational support. Train team members on hazardous operations and new methodologies or practices. Perform safety oversight of hazardous operations by ensuring adherence to personnel limits and operational hazard area restrictions, verify safety equipment, and assure that appropriate personal Protective Equipment (PPE) is used. Plan and conduct inspections and surveillance of facilities. Participate in the design of facilities and facility systems by identifying requirements, reviewing drawings and specifications, and providing comments and corrective action. Consult and maintain liaison with other safety personnel and customer program interfaces and provide insight for program and safety requirements to safety management team.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Resolving technical ground safety issues related to launch/range requirements across multiple programs (e.g. working with NASA missions, military, sounding rocket missions, aircraft missions); Serving as a primary review/evaluator of customer ground safety systems and ensure compliance with OSHA, NASA, RCC, or other federal regulations; Serving as lead administer for independent investigations, reports, and briefings at the Facility, Center, and Agency Level.
