This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at a hydro-electric generating facility, near the town of Umatilla OR, approximately 10 miles N. of Hermiston, OR and 30 miles S. of Kennewick, WA, Employees working at McNary Dam and living in the State of Washington are exempt from Oregon state tax.
Duties
Performs full range of overhaul/repair work on heavy-duty mobile equipment and vehicles with combustion engines. Types of equipment repaired: front end loaders, cranes, graders, backhoe, rollers, compressors, generators, trucks and hydraulic lifts.
Performs minor maintenance and checks carburetors, starters, alternators, checks and installs on vehicle.
Adjusts brakes, clutches on vehicles and equipment and replaces defective parts with new as needed.
Removes and replaces universal joints, constant velocity joints, carrier bearings on differentials and on final drives.
Replaces and adjusts tracks, seals, clutches and steering cylinders on dozers and track equipment. Replaces idler wheels and seals, torsion bars, stabilizer bars.
Repairs and replaces sinks, stools, faucets, urinals, pipe sprinklers, valves. Builds concrete forms, door and window frames, storage bins and cabinets. Builds fence, wire and split rail.
Drives dump truck, fish truck, and snowplow and sander, occasionally helping the equipment operator running grader, front-end loader and backhoe.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- Employee may be required to work overtime on an emergency basis.
- Employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Class A Commercial Drivers License (CDL) is required prior to starting employment.
- Pre-employment drug test is required.
- Pre-employment physical is required.
- Heavy lifting, up to 50lbs is required.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) HEAVY MOBILE EQUIPMENT MECHANIC without more than normal supervision. Ability to remove, adjust, replace, clean, and install a variety of parts, components, and accessories to include filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, pumps, mufflers, and other items of similar complexity. I can also perform engine tune-ups and adjust brakes. I can assist in the removal, disassembly, repair, and reassembly of engines and transmissions. - Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Effort: Works for long periods in tiring or uncomfortable positions. Work often requires standing, stooping, crouching, bending, and stretching. There is frequent lifting of items weighing up to ten pounds and occasionally items weighing 40 to 50 pounds and often exert similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. However, hoists, hand trucks, lifts, and other workers are available to assist with heavier items. The work is performed on top of, under, and in tight compartments of equipment in cramped or awkward positions.
Working Conditions: Employee is exposed to drafts, changing temperatures, and noise. Dirt, dust, and grease are always present. Exposure to wet and cold weather conditions. Exposure to exhaust fumes, cuts, bruises, burns, strains, and electrical shocks.
