You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT DEPARTMENT of the SUPSHIP.
Salary Range:
GS-09: $57,824- $75,168
GS-11: $69,961- $90,946
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests.
You will control and report on obligations and expenditures.
You will analyze and recommend costs and benefits of alternative methods on financial management of organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will apply a wide range of standard practice and procedures to phases of an annual budget and financial administrative processes.
Requirements

- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This is a bargaining unit position.
Qualifications
FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting financial or budget analysis to identify discrepancies or gaps in budget obligations, expenditures, or allocations requiring corrective actions.
FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector preparing financial data or reports (e.g., budget estimates, obligations, or expenditures) to present and explain budget allocations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11 Grade Level:
- successful completion of a Ph.D. or equivalent doctoral degree; -OR-
- successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; -OR-
- successful completion of an LL.M. degree that is related to the position being filled; -OR-
- a combination of experience and graduate education as described above that equates to one year of experience.
For the GS-09 Grade Level:
- successful completion of a master's or equivalent graduate degree; -OR-
- successful completion of two full years of progressively higher level graduate education leading to a master's degree; -OR-
- obtained an LL.B. or J.D. that is related to the position being filled; -OR-
- a combination of experience and graduate education as described above that equates to one year of experience.
