You will serve as a Supervisory Procurement Analyst in the Regional Contracts Department, Procurement Performance Management Assessment Program (PPMAP) Branch of NAVSUP FLC SD GF.

Duties

You will implement major procurement procedures and regulatory requirements. You will seek resolution of common problems and assists with the development of implementation and execution plans. You will prepare field management budgetary requests to cover projected travel, equipment rental and purchase, communications resources on an annual basis or as required. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assigns work to subordinates based on priorities. You will analyze, evaluate, and review procurement programs and issues. You will properly document position management reviews, control systems and actual organizational operations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a broad knowledge of Federal procurement regulations and contracting policies and principles (including micro purchasing, simplified acquisition procedures, large contracts, sophisticated contracting laws and executive orders and agency policies and techniques of contracting operations) sufficient to plan, analyze, or evaluate procurement programs; review proposed contractual actions for conformance with regulatory requirements and procurement practices; and develop policy and procedures to provide advice to geographically diverse acquisition sites. Experience performing leadership functions such as assigning and reviewing work of subordinates and provide training as needed. Examples of specialized experience are as follows: 1) Assist in implementing major procurement procedures and regulatory requirements; 2) Maintain and provide policy, procedure guidance, and training on the latest procurement initiatives to subordinate activities; 3) Perform audits/assessments of acquisition site for procurement functional oversight and providing technical support to all areas of procurement; 4) Assist in preparing field management budgetary requests to cover projected travel, equipment rental and purchase, communication resources on an annual basis or as required; 5) Provide technical contracting advice and assistance upon receipt of written and/or telephone requests from field activities; and 6)Properly document position management reviews, control systems and actual organizational operations. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
